Stability and efficiency of transport — technological systems of oil andgas in hydrocarbon deposits development considerably depends on reservoir fleets of high capacity included in its structure. The role of this factor increases during works in shelf area under the extreme climate conditions and difficult offshore zone ice conditions in Arctic. One of the most effective solutions of the problem under consideration is construction of the underground oil and gas storage facilities in nearsurface geological formations of the region. The paper contains a wide range of problems associated with construction of underground facilities for oil and gas storage in the rock massif in the Russian Arctic.
