Abstrakty

Cities have always been and undoubtedly will be the sites of civilizational development, centres of power, science, culture and wealth, but alas also poverty and exclusion. They are organic structures of fervent dynamics. The history of urbanisations is bound to better reflect the changes in the world over time than the history of wars, conflicts, and dynasties. Cities are the space of intensive social communications and social capital building as well as social and technological innovation that determine not only the future of the cities themselves but also the destiny of states and nations. The concept of a smart city is aimed at delivering technical models and solutions based on innovative technologies, new organisational and management models and new legal regulations leading to support sustainable development and growth. Here stress is put on the establishment and sustainable development of urban ecosystems, especially on developing and implementing e-services. The paper discusses various aspects of smart cities with the emphasis on the application of ICT and the use of knowledge and methodologies provided by information science.

Miasta były zawsze i bez wątpienia będą miejscami rozwoju cywilizacyjnego, ośrodkami władzy, nauki, kultury i bogactwa, ale również ubóstwa i wykluczenia. Są to struktury organiczne i dynamiczne. Dzieje urbanizacji lepiej odzwierciedlają zmiany w świecie na przestrzeni wieków, niż dzieje wojen, konfliktów i dynastii. Miasta są miejscami intensywnej komunikacji społecznej i budowania kapitału społecznego, jak i innowacji społecznych i technologicznych, które decydują nie tylko o przyszłości miast, ale także o losach państw i narodów. Pojęcie inteligentnego miasta ma na celu dostarczanie modeli technicznych i rozwiązań opartych na innowacyjnych technologiach, nowych modelach organizacyjnych i zarządzania oraz nowych regulacjach prawnych, prowadzących do wspierania zrównoważonego rozwoju i wzrostu. Tutaj nacisk położono na zrównoważony rozwój ekosystemów miejskich, zwłaszcza w opracowywaniu realizacji e-usług. W pracy omówiono różne aspekty inteligentnych miast z uwzględnieniem stosowania technologii informacyjno-komunikacyjnych oraz wykorzystania wiedzy i metod dostarczanych przez nauki informacyjne.
