PL

Projekty stały się głównym źródłem rozwoju społecznego. I mimo ich znaczenia, tylko 1/3 wszystkich projektów kończy się z sukcesem: w planowanym terminie zrealizowane są w założonych kosztach wymagane funkcje. Te wartości pozostają niezmienne przez ostatnie 20 lat. Stosowane dzisiaj i szeroko propagowane przez różne organizacje metody prowadzenia projektów bazują wyłącznie na doświadczeniach dobrych praktyk. Koncentracja ostatnich lat na tzw. czynniku ludzkim bazuje na tych samych założeniach najlepszych praktyk - nie należy więc oczekiwać, ze wniesie istotne ulepszenia. W opinii autora, dostrzeżenie roli sprzężenia zwrotnego jako podstawy prowadzenia projektów może stać się fundamentem teorii prowadzenia projektów. Zrozumienie mechanizmów i reguł sprzężenia zwrotnego może przynieść to oczekiwane istotne zwiększenie efektywności realizowanych projektów. Racjonalistyczna teoria naszkicowana w niniejszym artykule bazuje na cybernetyce systemów Wienera i von Foerstera. Rozszerzona jest dalej o cybernetyczne sprzężenie zwrotne trzeciego rzędu procesu decyzyjnego prowadzącego projekt. W uzupełnieniu metod opracowania teorii interpretacyjnie zanalizowany jest przykład procesu kierowania współpracownikami z weryfikacja na modelu Kunickiego. Wnioski zawierają aksjomy i hipotezy. Praca jest wkładem w teorie i oddaje aktualny stan rozwoju tej teorii. Zamiarem autora jest stymulacja szerszego środowiska naukowego do podjęcia prac w tym kierunku.
