Wybór dostawcy może decydować o powodzeniu całego przedsięwzięcia, wpływa na jego koszt, termin realizacji i jakość. Wyłonienie najlepszego dostawcy można opisać jako problem decyzyjny wyboru najlepszej oferty ze zbioru możliwych wariantów ocenianych za pomocą zbioru spójnych kryteriów. Przyjęte przez zamawiającego kryteria oceny i wyboru ofert powinny być jak najbardziej obiektywne i wymierne. Lista kryteriów cząstkowych, sposób i metoda ich oceny powinna być znana oferentom, co znacznie ułatwia przygotowanie oferty i zmniejsza możliwość wystąpienia późniejszych konfliktów. O istocie problemu wyboru złożoności problemu może świadczyć wielość koncepcji i stosowanych wielokryterialnych metod wspomagania decyzji oraz duża liczba kryteriów branych pod uwagę. Kryterium Condorceta, sformułowane już ponad dwa wieki temu, jest powszechnie akceptowane ze względu na demokratyczny sposób wyboru (większość kryteriów decyduje o wyborze zwycięzcy) oraz sprawiedliwy wybór - wygrywa ten, który zwycięża w bezpośredniej pojedynku z każdym rywalem. W przypadku niemożliwości wyłonienia zwycięzcy czy ustalenia rankingu Condorceta, z punktu widzenia teorii wyboru społecznego, wyłoniony kandydat powinien być jak najbardziej podobny do zwycięzcy w sensie Condorceta. W artykule przedstawiona przegląd metod pozwalających wyłonić najlepszą alternatywę zbliżoną do zwycięzcy Condorceta uzupełniony przykładem wyboru dostawcy, w którym wykorzystano jedynie skale porządkowe do oceny wariantów.

Right choice of building materials supplier may have critical impact on realization of the project, it has influence on the cost, duration, and quality. Selection of the best supplier can be defined as MCDM problem of choosing a proper offer from set of alternatives evaluated by using set of criteria. Decision maker should determine the criteria as objective and measurable. List of subcriteria and standardization method should be transparent, which is handful for the supplier during offer preparation and reduces potential conflicts. Significance of decision making problem is presented by large amount of theories and methods developed for solving MCDM problems and number of criteria considered in these problems. A Condorcet method (formulated over two centuries ago) is commonly accepted for democratic (majority of criteria determines the winner) and fair election – a Condorcet winner is the alternative which is preferred in all pairwise comparisons. According to social choice theory where a Condorcet winner cannot be obtained from a set of alternatives, the best solution is close to being a Condorcet winner. The paper presents methods of selection the best alternative that is as close as possible to being a Condorcet winner and contains examples of a supplier selection using only ordinal scales of evaluation of alternatives. Ordinal ranking methods require only orders for criteria of the alternatives.
