Abstrakty

Exchange of the GHG emission's reduction has become the option in the international co-operation within the framework of the climate convention FCCC. Thus highly developed countries have the opportunity to lower the cost of GHG emission reductions. Developing counties, which are in the transformation process from centrally planned economy to the market system, through the emissions' exchange are given the opportunity to benefit materially as well as in non-material sphere (improving the natural environment conditions, up-to-date technologies transfer, beneficial changes within the economy structure ) Poland is interested in participating in the Joint Implementation projects; our country is perceived as a potential provider of the coal credits. One has to be aware that the transfer of "Coal credits" abroad implies necessity to achieve the balanced emissions reduction in Poland to be able to fulfil the country's commitments to the FCCC convention. This reduction requires the additional resources in the national budget. Those costs can also strain the spheres that are not controlled by the market. The additional expenses should be taken into consideration while deciding on joining the emissions exchange and negotiating its conditions.
