This article presents the ideology and goals underlying asymmetric and hybrid warfare. The author analyses international law provisions, which apply to the aggressor state and the victim state in this type of conflicts. The article also presents tools for conducting hybrid and asymmetric warfare and determines the benefits that aggressor states derive from this type of actions. The author indicates how the state should react in response to hybrid and asymmetric attacks, what measures to use and what preventive actions to take in order to avoid being attacked in the future. Thanks to the analysis of numerous international documents and state defence reports, it is possible to determine the goals, threats, tools and counteracting of hybrid and asymmetric warfare.
