PL

Celem artykułu jest zaprezentowanie jednego z największych i najbardziej kosztownych projektów kolejowych, realizowanych w ostatnich kilkunastu latach w Europie. Zakrojony na szeroką skalę projekt pod nazwą „Stuttgart 21” to wieloetapowe przedsięwzięcie infrastrukturalne, którego głównymi efektami będzie m.in. przeorganizowanie węzła kolejowego w mieście Stuttgart, budowa nowego podziemnego dworca kolejowego oraz przebudowa linii kolejowych w relacjach dalekobieżnych, a także rewitalizacja centralnych dzielnic Stuttgartu. Projekt „Stuttgart 21”, którego zakończenie planowane jest na rok 2021, ze względu na szeroki i skomplikowany zakres prac oraz wysokie koszty inwestycyjne wymaga zaangażowania wielu partnerów ze sfery publicznej, biznesu, a także sfery społecznej. Pokładane są w nim olbrzymie nadzieje władz samorządowych, regionalnych i krajowych na poprawę konkurencyjności wewnętrznej i zewnętrznej całego obszaru metropolitalnego Stuttgartu zarówno w wymiarze gospodarczym, przestrzennym, jak i społecznym. W artykule zaprezentowano najważniejsze założenia projektu oraz spodziewane efekty wynikające z jego realizacji. Ponadto opisane zostały struktury zarządzania Regionem Stuttgart oraz polityki strategiczne w obszarze rozwoju transportu publicznego w regionie. Ważnym elementem artykułu jest wskazanie na istotną rolę procesu uspołeczniania założeń projektu. W wyniku wykorzystania przez organizatorów procesu inwestycyjnego różnorodnych, niejednokrotnie kosztownych form partycypacji społecznej uzyskano jego społeczną akceptację, której brak na początkowym etapie inwestycyjnym mógł całkowicie wstrzymać jego realizację.

The purpose of paper is to present one of the largest and the most expensive railway project realized in recent years in Europe. The project “Stuttgart 21” is a complex infrastructure project aimed at reorganization of the railway junction in the city of Stuttgart, the construction of a new underground railway station, reconstruction of long-distance railway lines and as well revitalization of central districts of Stuttgart. The project “Stuttgart 21”, which completion is scheduled in the year 2021 because of the wide and complex range of work and the high investment costs requires involvement of many partners from the public, business and social spheres. Enormous expectations of local and regional authorities as well as national government are laid in the project as far as improvement of internal and external competitiveness of the whole metropolitan area of Stuttgart in its economic, spatial and social dimensions. The paper presents the main features of the project and the expected effects resulting from its implementation. Article describes also the management structure of the Region of Stuttgart and strategic development policy in the area of public transport in the region. An important element of the article is to point the importance of the process of socialization objectives of the project. Various, mostly expensive forms of public participation implemented by the organizers of investment process have resulted with social approval which lack at the initial phase could effect with stop of project’s implementation.
