The article presents main design assumptions made in the development of Java library project for competence data manipulation. In the context of the proposed solution the concept of competence is defined as a representation of skills and knowledge useful to solve di ff erent tasks and problems. Thus, competence interpreted in this way can be regarded as a performance measure of human resources in di ff erent professional situations. The use of existing quantitative competence models creates background for development of software systems for human resource management support. In this article, the authors presents their approach to implement qualitative competence models in form of software library, which allows development of software tools dedicated to human resource management.
