Tworzona przez Komisję Europejską multimodalna sieć TEN-T ma zapewnić nieskrepowaną mobilność mieszkańcom UE oraz szybką i bezpieczną wymianę handlową. Sieć ta, dzięki efektywnym korytarzom transportowym oraz platformom logistycznym, ma usprawnić funkcjonowanie łańcuchów dostaw. Realizacja tych inwestycji wymaga dużych nakładów finansowych. Dlatego Komisja Europejska zachęca do włączenie kapitału prywatnego, jako jednego ze źródeł finansowania. Formą zaangażowania prywatnych inwestorów może być partnerstwo publiczno-prywatne PPP. Celem artykułu jest analiza możliwości włączenia polskich inwestorów prywatnych poprzez formułę PPP w finansowanie infrastruktury logistycznej. Przedmiotem analizy jest tylko sieć transportowa, ponieważ stanowi ona najważniejszy składnik infrastruktury. W badaniach skupiono się na dwóch determinantach uczestnictwa inwestorów prywatnych w PPP, uznanych przez Komisję Europejską za najważniejsze: ramach regulacyjnych i innowacyjnych instrumentach finansowych. Ten ostatni czynnik został omówiony w kontekście poziomu rozwoju rynku finansowego. W artykule przeprowadzono także analizę porównawczą poziomu rozwoju rynku projektów PPP w Polsce na tle krajów UE, która ma na celu ocenę dotychczasowej implementacji partnerstwa.

Created by the European Commission multimodal TEN-T network is to provide unfettered mobility of EU citizens as well as fast and safe trade. This network through effective transport corridors and logistics platforms is to improve the functioning of supply chains. The implementation of these investments requires large financial outlays. The European Commission therefore encourages the inclusion of private capital as one of the sources of funding. One of the forms of involving private investors may be public-private partnership PPP. The purpose of this article is to analyze the possibility of including Polish private investors through PPP formula in financing logistics infrastructure. The article analysis only a transportation network, because it is the most important component of the infrastructure. The study focuses on two determinants of participation of private investors in PPPs, recognized by the European Commission as the most important: the regulatory framework and innovative financial instruments. This last factor has been discussed in the context of the level of development of the financial market. The article also carried out a comparative analysis of the level of development of the PPP projects in Poland in the EU, which aims to assess the current implementation of the partnership.
