Artykuł opisuje problemy regulacyjne w krajach o niewykształconych mechanizmach instytucjonalnopolitycznych, gdzie wysokie poziomy asymetrii informacji i trudności z egzekwowaniem umów przesądzają o możliwości stosowania narzędzi regulacyjnych skazujących gospodarki na niskie poziomy efektywności. Przedstawiono w nim warunki regulowania sektora telekomunikacyjnego w krajach rozwijających się, a także wyróżniono najważniejsze przeszkody w rozwoju wysoko efektywnościowych mechanizmów regulacji telekomunikacji. Poddano też rozważaniom możliwości poprawy antyefektywnościowego impasu, w który popadają reżimy regulacyjne sektorów telekomunikacyjnych w krajach rozwijających się.

The article describes the regulatory problems in countries with undeveloped political institutional mechanisms, where high levels of information asymetry and the difficulty of enforcing contracts prejudges to the applicability of regulatory tools, and convict economy to low levels of efficiency. The text sets out the conditions of telecommunication sector regulations in developing countries, as well as highlights the most important obstacles to the development of high-efficiency mechanisms regulating telecommunications. Article discusses also possibilities to overcome anti-efficiency impasse into which fall the telecommunication sector regulatory structures in developing countries.
