Abstrakty

W referacie przedstawiono główne etapy ewolucji poglądów i podejść badawczych do budowy systemu zarządzania bezpieczeństwem drogowym. Począwszy od 1950 roku wyodrębnia się cztery ważne etapy rozwoju koncepcji oraz metodologii zarządzania w tym zakresie. Omówiono także nowe wartościowe podejście do zarządzania bezpieczeństwem drogowym. Chodzi o model opracowany dla potrzeb kompleksowego zarządzania bezpieczeństwem ruchu drogowego w Nowej Zelandii, który został później adaptowany przez Europejską Radę Bezpieczeństwa Transportu. Krótko opisano również metodologię zarządzania bezpieczeństwem drogowym zalecaną przez PIARC Technical Committee on Risk Management for Roads. Chodzi przede wszystkim o wytyczne do zarządzania ryzykiem drogowym, a także wytyczne zarządzania kryzysowego i zarządzania incydentami na drogach. Zwrócono też uwagę na integrację metod zarządzania ryzykiem w transporcie - ważny aktualny trend w rozwoju systemów zarządzania bezpieczeństwem drogowym.

The paper presents the main stages of the evolution of ideas and research approaches for building road safety management system. Starting from the 1950s isolated four important stages in the development of the concept and methodology management in this regard. Also discussed valuable new approach to the management of road safety. The idea of the model developed for the comprehensive management of road safety in New Zealand, which was later adapted by the European Transport Safety Council. Briefly described the road safety management recommended by the PIARC Technical Committee on Risk Management for Roads. It is all about risk management guidelines for crisis management and the management of road incidents. Attention was also paid to the integration of risk management methods in transport – an important current trend in the development of road safety management systems.
