Thai government highlights the service development in medical tourism. This research aimed to study the design of hospitals’ medical tourism services to develop human resources in medical tourism. The mixed method research approach was applied. The interviews were conducted with 15 specialists and executives. The questionnaire was gathered from 250 respondents. The results found 21 latent which were grouped into three factors: tourism services, medical services, and support services. Interestingly, the results revealed that the most significant variables emphasized Support Tourism and Medical (STM). Tourism service design needs to be focused on to respond to the tourists' needs in medical tourism service. It concludes that the medical tourism service personal development with HRD promises the long-term growth of medical tourism in Thailand.
