Abstrakty

EN

The highland plays crucial roles, the influence of which spreads far beyond the region. Especially, the regions create and model the local communities and are the nature base for the whole nation. The internalization of external benefits, which are obtained from the highland for the benefit of the whole nation, would make it possible to produce a new source of financing the development of the regions as well as to integrate ecological, economic and social purposes. The sustainable development of the highland has been the subject of international investigation. In consequence the findings and experience are the base for working out the methodology of programming the sustainable development, which allows for the peculiarities of the mountainous regions. Building up a scenario, which includes the peculiarities, of implementation of the sustainable development is the most significant component of the methodology. Development policies, assigned and classified for each different ground of the highland, need verifying in the process of subsequent research carried out for Polish background. It is the government policy which is decisive for effective realization of the scenarios of sustainable development. For the mountainous regions the option of the internalization of external effects made by the government is the most desirable.
