W artykule zaprezentowano pogląd, że sięgając głębiej niż proponuje to temat na historyczny miesiąc150-lecia ITU, należy stwierdzić, że podstawą innowacyjnych przemian, również telekomunikacji i ICT oraz za ich sprawą, jest upowszechnienie uniwersalnej techniki cyfrowej oraz rewolucja software'owa. Na tym tle przedstawiono działania Zespołu Parlamentarnego, który powstał w 2000 r. oraz przygotowaną przez ten Zespół Uchwałę Sejmu RP z 14 lipca 2000 r. dotyczącą „budowy podstaw społeczeństwa informacyjnego". Wspomniano również o dokumencie rządowym, jaki powstał w wyniku wspomnianej Uchwały, którym był program e-Polska. Szeroko omówiono wieloletnie działania SEP zogniskowane od 15 lat wokół tematyki dorocznych Konferencji Okrągłego Stołu (KOS) „Polska w drodze do Społeczeństwa Informacyjnego". Przedstawiono w szczególności, aktualną w dużym stopniu do dziś, diagnozę i postulaty I KOS z maja 2000 r. Zasygnalizowano dorobek pozostałych KOS. Przedstawiając istotę przemian cywilizacyjnych, omówiono zagadnienie innowacyjności w Polsce i bariery jej rozwoju. Na zakończenie, przedstawiono propozycję polityki, niezbędnej dla zmiany niekorzystnej sytuacji w zakresie innowacyjności i zaoferowano wsparcie SEP dla takich działań.

The article presents the idea that is a deeper level than proposed the theme for the historic month in the 150 anniversary of ITU "ICT Drivers of Innovation", it is clear that the basis of innovative change, including in telecommunications and ICT for their case, is to promote universal di­ gital technology and a software revolution. Against this background, it shows the activities of the Parliamentary Group, which was established in 2000 and prepared by the team of the Polish Parliament Resolution of 14 July 2000 "for construction of the foundations of the Information Society". Also mentioned a government document, which was built as a result of the said Resolution, which was the program of e-Poland. Widely discussed many years of the efforts of SEP, 15 years activities focused around the theme of the annual Round Table Conference (KOS) "Poland on the way to the Information Society". Presented in particular, still current in a large extent today, diagnosis and postulates of the I KOS from May 2000. Signaled the achievements of the other KOS. Presenting the essence of civilization change, we discussed the issue of Innovation in Poland and barriers to its development. At the end, we propose policies necessary to change the unfavorable situation in terms of innovation and support co-work offered by SEP for such activities.
