Awangardowe programy Karty Ateńskiej ogłoszonej w 1942 r., sformułowane prawie 10 lat wcześniej, operowały rewolucyjną retoryką zerwania z dotychczasową tradycją architektoniczną i urbanistyczną, która przyczyniła się do wadliwego rozwoju miast i powstania złej, fałszywej architektury. Idea mieszkania-maszyny może być potraktowana jako kulminacja postulatów funkcjonalizmu, prostoty, typizacji i standaryzacji, określających nową estetykę i nową pragmatykę architektury. Jako szczególnie nowatorskie podkreślano w teorii i praktyce awangardy podjęcie społecznej problematyki architektury, adresowanej do najuboższych warstw ludności. Skrajność programów awangardy stwarzała wrażenie, że postulowane idee nie nawiązują do wcześniejszych tradycji i otwierają absolutnie nowe horyzonty. Okazuje się jednak, że wiele tych haseł brzmi nie tylko podobnie, ale wręcz identycznie jak założenia reformatorskie, sformułowane i praktykowane na przełomie XIX/XX w. W związku z tym pojawia się pytanie o powinowactwa programowe reformy i awangardy, ale również o różnice w sferze społecznej, kryjące się za po- dobnymi sformułowaniami.

Avant-garde programs of Athens Charter, announced in 1942, were created almost 10 years earlier and were using rhetoric of breaking with the existing architectural and urban tradition, which has contributed to defective development of cities and the formation of false, bad architecture. The idea of apartment-machine may be treated as a culmination of demands of functionalism, simplicity and standardization. These demands where defining a new aesthetics of pragmatism of architecture. Taking up a subject of architecture’s social issues (both in theory and practice), aimed at serving the poorest segments of the population, was stressed as particularly innovative. Extremes of avant-garde, created an impression that requested ideas do not correspond to earlier traditions and open absolutely new horizons. However, it appears, that many of these terms is not only similar, but even the same as reform assumptions, formulated and practiced at the turn of the nineteenth and twentieth century. In this context, the question arises: what are the affinity of reform and avant-garde, and what are differences, that hides behind similar formulas.
