PL

Jednym z najważniejszych aspektów warunkujących rozwój portów morskich jest funkcjonowanie systemu zaopatrzenia finansowego inwestycji rozwojowych i pokrycia bieżących kosztów ich funkcjonowania. Działania te, zwłaszcza w przypadku wykorzystywania do tego celu budżetów publicznych, mogą mieć bardzo istotny wpływ na zasady funkcjonowania wolnej konkurencji. Dlatego też muszą one zostać uregulowane i unormowane w ramach tworzonej wspólnej polityki transportowej Unii Europejskiej. Artykuł ten przedstawia analizę bieżącego stanu unormowań prawnych oraz kierunków działań legislacyjnych prowadzonych w zakresie określenia zasad finansowania rozwoju i utrzymania infrastruktury portów morskich oraz udziału budżetów publicznych w tym zakresie.

The system of the financial budgeting is one of the most important aspects in the matter of development and existence of maritime ports. The situation when the public sources are used in these activities may cause a huge distortions in the rules and conditions on free and competitive markets. So the unification and creation of new norms and rules in this matter are one of the most important elements in creation a common European transport policy. The main subject of this article is to test and analyze norms and the trends in matter of regulations in the field of public financial aid given to seaports in EU countries.
