PL

Europa stoi obecnie w obliczu najpoważniejszych wyzwań związanych z bezpieczeństwem od czasu zakończenia zimnej wojny. Celem artykułu jest analiza struktur i działań NATO na rzecz zwiększenia odporności systemów transportowych, zarówno w okresie zimnej wojny, jak i obecnie. Badane są natowskie cywilne agencje transportowe na czas wojny, cele i procedury, a także obecne struktury i działania NATO i Unii Europejskiej mające na celu zwiększenie odporności systemów transportowych. W tym zwiększanie mobilności wojskowej, przerzutów strategicznych i ruchów wojsk na teatrze europejskim, ochronę infrastruktury transportowej przed atakami oraz zapewnianie ciągłości działania systemów transportowych w czasach kryzysu i wojny. Podkreśla również znaczenie zdolności cywilnych, w szczególności zasobów i infrastruktury transportowej. Niniejszy artykuł koncentruje się zatem na odporności systemów transportowych poprzez cywilne przygotowania wspierające wojsko. Odporny transport cywilny zapewniający wysoką mobilność wojsk jest kluczowym czynnikiem umożliwiającym NATO odstraszanie i zbiorową obronę.

Europe is currently facing its most significant security challenges since the end of the Cold War. The objective of this paper is to analyse the structures and activities of NATO to enhance the resilience of transport systems, both during the Cold War and in the present day. It examines NATO's wartime civil transport agencies, objectives, and procedures, as well as current NATO and European Union structures and activities to strengthen the resilience of transport systems. These include increasing military mobility, strategic deployments, and troop movements in the European theatre, protecting transport infrastructure from attack and ensuring the continuity of transport systems in times of crisis and war. It also highlights the importance of civil capabilities, in particular transport assets and infrastructure. This article therefore focuses on the resilience of transport systems through civil preparations in support of the military. Resilient civilian transport to ensure high troop mobility is a key enabler of NATO's deterrence and collective defence.
