Przełomowa, w dziedzinie ochrony środowiska przed emisjami ze źródeł przemysłowych, dyrektywa w sprawie zintegrowanego zapobiegania i ograniczania zanieczyszczeń (tzw. dyrektywa IPPC – 96/61/WE) zapoczątkowała wprowadzanie w Europie jednolitego systemu reglamentacji korzystania ze środowiska przez instalacje przemysłowe. Dyrektywa ta wprowadziła na szczeblu europejskim wymagania uzyskania zintegrowanych pozwoleń ekologicznych na funkcjonowanie instalacji, których działalność może w znaczącym stopniu pogorszyć stan środowiska.

Directive on integrated pollution prevention and control (so-called IPPC directive - 96/61/WE), crucial in the field of the protection of the environment against emissions from industrial sources, initiated the introducing of uniform system of control the pollution from the industrial installations in Europe. This directive put into force on the European level the requirements of getting integrated ecological permits for installations which activity can worsen the state of the environment in the significant degree. The fundamental principle introduced by the IPPC directive into the European law sounded: “Member States shall take the necessary measures to provide that the competent authorities ensure that installations are operated in such a way that all the appropriate preventive measures are taken against pollution, in particular through application of the best available techniques.” In this way the directive determined the requirement that the acceptable releases of pollutants were supposed to result from current technical-technological possibilities, regarding environmental protection internal and external measures. Current manufacturing techniques and solutions have been described and assessed in the reference documents on best available techniques, so called BREF documents. At present the terms of use the environment by industrial installations in EU countries are regulated by the directive 2010/75/EU of 24.11.2010 on industrial emissions (IED – OJ L 334 of 17.12.2010). IED directive, compared with the former IPPC directive, is granting the considerably bigger role to BAT reference documents. The fundamental role of BREF documents consists in supporting the EU legislation in the area of preventing and limiting environmental pollutions from industrial sources. In practice, BREF and particularly its the most important part – BAT Conclusions – defines the technical measures and levels of emission and equivalent parameters, resulting from the current state of the technique and being able to serve as emission limit values (emission standards) at issuing the ecological integrated permits. Within 4 years of publication of the document: “Commission implementing decision establishing BAT Conclusions for the production of pulp, paper and board”, the competent authority is to reconsider and, if necessary, update all the permit conditions and ensure that the installation complies with those permit conditions. Paper making industry has a time until autumn 2018 for adapting the installations to the requirements of this document.
