Pomimo wciąż nowych metod i rozwiązań organizacyjnych w zakresie zarządzania bezpieczeństwem i higieną pracy wypadki przy pracy nie należą do przeszłości. Wielu praktyków uważa, ze systemy zarządzania są mało skuteczne na skutek ich sformalizowania i usztywnienia. Ten stan rzeczy stał się punktem wyjścia do poszukiwania nowych rozwiązań w zakresie zarządzania bezpieczeństwem i higieną pracy, czego efektem jest powstanie koncepcji odporności organizacyjnej resilience engineering.

Despite new methods and organizational solutions in occupational safety and health (OSH) management, accidents at work do not belong to the past. Many practitioners suggest that OSH management systems are not effective due to their formalization and lack of flexibility. This has led to a search for new solutions in OSH, which has resulted in the concept of resilience engineering.
