W pracy przedstawiona jest nowa propozycja systemowego ujęcia zarządzania ekologicznego wykorzystująca kreatywną systemową analizę i syntezę zagadnienia. Systemowe podejście do zarządzania umożliwia wskazanie całego spektrum istniejących oraz nowych, koniecznych do zaprojektowania, instrumentów i narzędzi oraz sposobów ich odpowiedniego stosowania, co będzie gwarantowało, że cele ekologiczne będą relatywnie szybko, skutecznie i ekonomicznie efektywnie osiągane.

This work is devoted to conceptualizing an environmental management system, with a particular emphasis on the structuring of the subsystems, which are controlled (the objects managed) from the point of view of the managing entity. This a fundamental issue which decides on the success or the failure of the implemented management policy, because only a real understanding of the essence of a managed entity allows for its effective control. I therefore state, that the systematic treatment of causative agents as well as creating the necessary theoretical apparatus would help entities creating management systems that will be efficient and effective. At the same time, my goal was also to show that a systematic approach to environmental management allows for a demonstration of the entire spectrum of existing, as well as new instruments and tools which are necessary to be developed. This goal incorporates methods for the proper use of such instruments, which will guarantee that environmental goals will be obtained in a relatively quickly, efficiently and economic effectively manner.
