The implementation of the directive on the re-use of public sector information The aim of the article is to define the influence of digitalization processes in the audiovisual media on the changes of such concepts as: public interest, national security and rights of individuals (right to privacy, right to information). The issues connected with sociological functions of the media are accompanied by technological revolution that influences the development of the new social attitudes and behaviours. These changes affect the role of the state. There the questions of legal nature arise. Especially, the constant redefinition of the aims of the national security (values) is needed. This is the obvious role of the national state. Although, this definition may take place not only at the national level but also the role of the supranational structure is growing, for example of the European Union. Thus, regulation dualism appears which refers to the following notions: different aspects of national security need specific treating. The culture is the differentiating element. In the case of clashing of these values from the axiological area, this conflict should be solved at the state level. Apart from the area resulting from the new technological order - the area of electronic media regulations includes four main spheres such as: efficient communication (freedom of speech), political and cultural diversity (pluralism), and economic justification of the regulations. The author tried to check this problem in the DIRECTIVE 2003/98/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 17 November 2003 on the reuse of public sector information.
