NATO towards Bucarest : developing a common strategic vision?

As NATO continues its transformation to engage in crisis response operations with more agile and expeditionary military forces, many Alliance members are not adequately sharing the burden. Just a third of the 26 member countries are providing two percent of their GDP to their annual defence budget. Even fewer members are committing their fare share of military assets to support the ISAF operations in Afghanistan. A lack of “Political Will ” leads as one of the greatest challenges to NA TO transformation. How can NATO best deal with the political reluctance of member states to commit the necessary resources needed to transform and meet the present and future security challenges of the Alliance?

Ze względu na fakt, że NATO kontynuuje swoją transformację w kierunku większego zaangażowania się w operacje typu „crises response” z większą ilością bardziej mobilnych sił ekspedycyjnych, wiele krajów Sojuszu w niejednakowym stopniu bierze udział w tych przedsięwzięciach. Tylko 1/3 z 26 krajów członkowskich odprowadza 2% swojego Produktu Krajowego Brutto do wspólnego budżetu obronnego. Jeszcze mniej krajów przeznacza swoje środki na potrzeby operacji ISAF w Afganistanie. Brak „woli politycznej” stawia przed Paktem nowe wyzwania. W jaki sposób NATO poradzi sobie z politycznym „ oporem ” swoich członków by wydzielić odpowiednie środki niezbędne dla transformacji oraz potrzebne by sprostać przyszłym wyzwaniom, związanym z bezpieczeństwem, jakie będą stały przed Sojuszem w przyszłości?
