In this article, the author primarily tried to stress the significance of intellectual considerations oriented towards cultural changes or as S. P. Huntington underlines clash of civilisations. They constitute an area of interest for many scientists and state institutions, mainly the social elites who appreciate the value of their own culture. The current situation raises deeper reflection, and not to say hope, among many persons and international institutions sensitive to poverty which is the source of military, political and social conflicts. Thus, the scientific analysis of experience is extremely needed to understand cultural relations that may accelerate the social development or become a barrier in the social and economic development. It is necessary to treat culture as something constant and invariable, inherited from older generations, but also something durable existing in the values, attitudes and convictions of the society. In other words, the changes of culture patterns existing in the citizen society are the major development factor of the national resources and its culture resulting in the civilisation development.
