Abstrakty

Celem artykułu jest analiza strategicznych partnerstw publiczno-prywatnych w zakresie działalności badawczo-rozwojowej i innowacyjnej. Partnerstwa te opierają się na długoterminowych zobowiązaniach finansowych podmiotów publicznych i prywatnych do prowadzenia prac badawczo-rozwojowych i innowacyjnych ukierunkowanych na przezwy-ciężenie wyzwań lub problemów społeczno-gospodarczych określonych przez partnerów we wspólnej agendzie lub programie. W artykule przeanalizowano podobieństwa i różnice między strategicznymi partnerstwami realizowanymi na poziomie europejskim i narodowym (Holandia, Wielka Brytania, Polska) oraz omówiono główne wyzwania związane z ich realizacją, w szczególności korzyści i zagrożenia dla przedsiębiorstw. Omówiono również możliwości wykorzystania strategicznych partnerstw w krajowej polityce innowacyjnej i zaproponowano kierunki dalszych badań dotyczących partnerstw strategicznych.

The aim of the article is to analyse strategic public-private partnerships in research and development and innovation. The partnerships are based on long-term financial commitments of public and private partners regarding research, development and innovation activities aimed at overcoming challenges or socio-economic problems. The main similarities and differences between strategic partnerships implemented at the European and national level (the Netherlands, Poland, the United Kingdom) were analysed and the main challenges related to their implementation, in particular the benefits and threats for enterprises. The article propose the modification of the definition and characteristics of strategic partnerships, analyse the possibility of using strategic partnerships in national innovation policy as well as directions for further research related to the management of strategic partnerships.
