Threats and asymmetric wars : German approach

Abstrakty
The events of September 11, 2001 caused a clear growth of interest with threats and asymmetric wars. Nevertheless, it does not mean that these problems had not been dealt with earlier. In the German art of using armed forces to achieve political tasks there has long been a notion of a small war (der kleine Krieg) that embraces all these clashes which are not carried out between regular armies of warring states. A certain novelty here is the fact that current considerations relating to asymmetric conflicts are not carried out from the position of the weaker side, but refer to the course of actions of the state facing an attack of not always defined enemy. Asymmetric war is, by its definition, an unlimited war. Therefore all possible means may be applied. It also tends to asymmetry in fighting against the enemy’s most sensitive point – counteracting on civilian population. This lack of differentiation between combatants and civilian population by non-state actors makes the essence of new threats. Attacking the most sensitive points of the outweighing state opponent, through people’s fear and emotions, is supposed to provoke erroneous decision s and consequently take incorrect actions.
