Artykuł jest częścią cyklu prezentującego różne podejścia do analizowania efektywności regulacyjnej w sektorze telekomunikacyjnym. W niniejszej części opracowania zaprezentowano zarys propozycji badania efektywności regulacyjnej w sektorze telekomunikacyjnym z wykorzystaniem danych pierwotnych pozyskiwanych w ramach analitycznej metody hierarchicznej. W tle poruszanej problematyki zarysowano podejścia do analizy efektywności regulacji sektora telekomunikacyjnego, w tym efektywności regulatora, efektywności otoczenia regulacyjnego, czy podejścia „ocena skutków regulacji”.
