World air transport at the turn of the 21st century : legal and economic issues

The air transport has always been a vulnerable barometer, which showed the present political and economic situation of the whole market. The big order in the air transport was set up by the Chicago Convention of 1944 about the international civil aviation transport, two (transit and transport) agreements from 1944 (called agreements about two and five freedoms in the air) and the 18 technical annexes to the Chicago Convention. International Civil Aviation Organisation (ICAO) created during the Chicago conference in December 1944 is still the most important organisation in the air transport area. The main goal of ICAO is to prepare the international conventions and to organise the conferences concerning the different subjects of the air transport, such as: international air carriage, safety, security, freedoms of the air, etc. The air transport industry, as other similar branches, has significantly grown since the end of the Second World War; from the big recession to the big growth. In 1966-1995 the number of aeroplanes in the world has substantially increased a lot, mainly jet planes. Even though the big recession came up in 1997-1998, better economic situation arrived soon in 1992-2000. In 2000 the biggest growth of national gross product was observed in Asia and Pacific countries, North America, Latin America and Africa. Fast growth of the international tourists brought a lot of benefits for the air carriers business. The first half of the year 2001 brought a slight decrease in the air transport economy, which was aggravated by the terrorist attacks on 11 September 2001. The American government immediately banned all the international flights to the United States, which in consequences brought heavy losses for air carriers (not only in the United States). The air carriers suffered many financial problems connected with higher amounts of air insurance and security. The analysts said that by the end of 2001, only European airlines’ losses had been a lot bigger than the year before the attack. It seems that the nearest years in the air transport industry, mainly in the United States will still be difficult.
