Na tym tle powstaje możliwość wskazania powstających ograniczeń w funkcjonowaniu publicznego transportu zbiorowego, oceniania ich przyszłych skal i wartości oraz określenia niezbędnej roli efektywności ekonomicznej w kształtowaniu przyszłych zachowań przedsiębiorstw lokalnego transportu zbiorowego

New rules of organisation and functioning of public transport, which are a specification of the European law on provision of public passenger transport services, have become effective on March 3rd, 2011 setting new regulating conditions of enterprises economic effectiveness. Due to the competence division, functions of organisers and operators have been absolutely separated, thus, bearing in mind the complementary role of the hauliers, setting the institutional background of the problem. Hence, new conditions of the pro-effective behaviour of public transport companies have been created by the aforementioned regulative forms of the transport. In particular, the operators of public passenger transport are forced to search for a new formula of carrying out their freight assignments. On the one hand, they have started to formulate conditions of balanced survival, whilst on the other hand they have created a set of attributes necessary for achievement of economic growth, mainly connected with processes of recreation of their fleet. The EU idea of the endowment formula of execution of freight assignments has grown to be widely used. It has led to a situation in which enterprises form their economic effectiveness indicatively, while at the very same time, they marginalise the problem and prefer passive budget behaviour. This leads to the problem of the decomposition of the econo-financial systems of public transport enterprises. The problem of forming both strategic and operational targets for the transport organisers and related targets of the transport operators have already generated a collection of contradictions and conflicts in the practice of transport economy. Therefore, it has become a true challenge, both for the scientists and businessmen, to work out a new model of the functioning of the transport market organised in the new way. However, such a model cannot be a simple transportation plan, but a whole new business model, which could prevent the disappearance of pro-effective decision preferences of public transport enterprises.
