The Organisation for Economic Co-operation and Development (OECD) is the successor of the Organisation for European Economic Co-operation (OEEC) founded on the convention signed on 16 April 1984 in Paris. The OECD founding members were 20 the most economically developed countries in the world. The OECD states are connected by the fact that they recognise in their social, political and economic life three principles such as democracy (political pluralism), respecting human rights and citizen freedom, stable growth within the framework of open market economy. September 11 events showed how much the value of security might be threatened by terrorism and how wide range of forms it may take. OECD works on a large scale deal with publications and studies on terrorism. This problem is included in the majority of OECD committees and working groups’ work programmes and also in research regarding the so called horizontal (multidisciplinary) issues. OECD concentrates on researching economic consequences of this phenomenon in a global dimension.
