Celem artykułu było określenie, jakie czynniki wywierają wpływ na ceny energii elektrycznej dla odbiorców końcowych. Badanie zostało przeprowadzone dla wybranych krajów Unii Europejskiej dla okresu 2004-2014. W badanym okresie Komisja Europejska podejmowała intensywne kroki by zliberalizować sektory elektroenergetyczne w państwach członkowskich Unii Europejskiej, stworzyć wspólny rynek energii elektrycznej i zmniejszyć ujemny wpływ elektroenerge-tyki na środowisko naturalne. Celem tych działań była demonopolizacja rynku, niskie ceny energii elektrycznej i wzrost wykorzystania odnawialnych źródeł energii. Jednak analiza wykazała, że w badanym okresie ceny energii elektrycznej dla odbiorców końcowych rosły. W artykule przeprowadzono dekompozycję zmian cen detalicznych energii elektrycznej w okresie 2004-2014 dla wybranych krajów Unii Europejskiej, analizę regresji oraz analizę korelacji. Analiza wskazała, że ceny detaliczne w niewielkim stopniu były kształtowane przez czynniki rynkowe (mimo braku regulacji cen), a były kształ-towane głównie przez podatki i opłaty związane z prowadzeniem polityki energetycznej i klimatycznej.

The aim of the paper was to determine the factors that impact on the end-user electricity prices. The research was conducted for selected EU Member States for the period 2004-2014. In the analyzed period, the European Commission has taken an intensive steps to liberalize electricity markets in the EU Member States, to create an internal electricity market and reduce negative impact of electricity sector on the environment. The purpose of these measures was to create demonopolisation of the market, lower electricity prices and increase use of renewable energy sources. However, the analysis showed that in the studied period end-users electricity prices grew. In the article the breakdown of the changes in retail electricity prices for selected EU Member States in 2004-2014 was examined, regression analysis and correlation analysis used. This analysis showed that retail prices were only slightly influenced by market factors (despite the absence of price regulation), and were driven mainly by taxes and fees related to energy and climate policies.
