PL

Pierwsza europejska dyrektywa ściekowa została przyjęta w 1991 r., gdy najważniejszym celem gospodarki ściekami komunalnymi było redukowanie emisji biogenów do środowiska. Jej efekty środowiskowe są niekwestionowane, mimo, że jest kosztowna i generuje w państwach członkowskich wiele kontrowersji, trudności i opóźnień. Jednak postęp naukowy, technologiczny oraz zmiany w środowisku spowodowały, że ponad trzydziestoletnia dyrektywa musiała ulec gruntownemu przekształceniu. Nowa dyrektywa ściekowa przegłosowana już została przez Parlament Europejski i zostanie prawdopodobnie przyjęta przez Radę pod koniec 2024 roku. Wówczas nastąpi etap jej transpozycji do polskiego prawa oraz wdrażanie, które ma się zakończyć w 2045 roku. W porównaniu do aktualnej dyrektywy stawia przed Unia Europejską wiele nowych wyzwań, takich jak ograniczanie emisji z sektora usług kanalizacyjnych czy poszerzony monitoring ścieków.

The first European urban wastewater treatment directive was adopted in 1991 when the most important goal of municipal wastewater management was to reduce the emission of nutrients into the environment. Its environmental effects are unquestionable, even though it is expensive and generates a lot of controversy, difficulties, and delays in the Member States. However, scientific and technological progress and environmental changes meant the over-thirty-year-old directive had to be thoroughly transformed. The new directive has already been voted on by the European Parliament and will probably be adopted by the Council at the end of 2024. Then, the stage of its transposition into Polish law and implementation will occur, which is expected to be completed in 2045. Compared to the current directive, it poses many new challenges to the European Union, such as reducing emissions from the sewage services sector and extending wastewater monitoring.
