The new BAT conclusions for the production of pulp, paper and board was published in all EU languages in the Official Journal of the European Union on 30 September 2014. The relevant EU document: “Commission Implementing Decision of 26 September 2014 establishing the BAT conclusions for the production of pulp, paper and board” contains the requirements for all pulp, paper and board producers located in European Union countries. With the adoption of the Industrial Emissions Directive (IED) in 2010 for the permitting and control of emissions of installations, BAT conclusions become legally binding for all industrial and energy operators in EU. There are 53 BAT conclusions in total developed for the purpose of controlling pulp and paper production. Of these, 18 (BAT 1 – BAT 18) are of relevance to all sub-sectors of pulp and paper production and apply to all pulp and paper mills. The remaining 35 BAT conclusions concern five major types of processes: kraft pulping (14 conclusions); sulphite pulping (7 conclusions); mechanical and chemi-mechanical pulping (2 conclusions); processing paper for recycling (5 conclusions); and papermaking and related processes (7 conclusions). The techniques listed and described in these BAT conclusions are neither prescriptive nor exhaustive. Other techniques may be used that ensure at least an equivalent level of environmental protection. Individual conclusions are composed of a few or of even a dozen or so techniques, of which applying allow to achieve the definite environmental purpose, being the subject of exactly this conclusion. In cases of some conclusions the document state that all detailed techniques should apply and in different - right combination of called techniques. The publication of the BAT conclusions for pulp, paper and board production manifests the start of a four year period of intensive work. By 1 October 2018, all European pulp and paper mills must consider the new BAT conclusions and adhere to them in their permit to operate. The permit conditions, including emission limit values, must be based on the new BAT conclusions. All mills must have revisited their environmental permit, discussed the suggested (non-prescriptive) best available techniques (BAT) and the (prescriptive) BAT conclusions with the permitting authority, and where feasible, have implemented necessary measures in the mill. Przegląd Papierniczy (Polish Paper Review) in the series of 4 articles presents the best available techniques for pulp and paper industry specified and described in mentioned above legal EU document. In the first article (Part I) 1 which was released in August 2016 and in current Part II the general techniques having application to all sub-sectors (BAT Conclusions No 1-18) have been presented. In Part III, being in preparation, the BAT techniques related to kraft and sulphite pulping (BAT Conclusions No 19-39) will be described. The subject of the fourth article (Part IV) will be the techniques for mechanical and chemi-mechanical pulping, processing paper for recycling and papermaking (BAT Conclusions No 40-53).
