Przed zakupem systemu automatycznych wypożyczalni rowerów należy się zastanowić, czemu ma on służyć. Jest to szczególnie istotne, biorąc pod uwagę fakt, że część polskich systemów powstaje lub jest rozbudowywana jako wnioski do budżetów obywatelskich.

Before purchasing an automated bike rental scheme, a city need to define its purpose. This is particularly important, given that some Polish schemes are created or expanded in the processes of participatory budgeting. Residents vote that they want to have a bike share system, having seen them in the media or used them as tourists. Often, however, these decisions are made without deeper reflection, how many stations are needed and for what types of trips the bikes will be used.
