W artykule przedstawiono wybrane zagadnienia z zakresu zarządzania bezpieczeństwem, koniecznych do rozwoju aby uzyskać odpowiedni stopień bezpieczeństwa w podejmowaniu decyzji. Wzrastająca liczba operacji na lotniskach powoduje, że system zarządzania bezpieczeństwem w lotnictwie i organizacjach lotniczych jest jednym z podstawowych problemów wielu analiz. Polityka i cele bezpieczeństwa są pierwszym etapem wdrażania SMS. Jako następny krok zarządzania ryzykiem bezpieczeństwa jest identyfikacja zagrożeń i planowanie działań wspierających. Takie podejście zapewnia, że zostaną zidentyfikowane wszystkie wymagane działania ochronne. Rezultatem tego podejścia jest lista zagrożeń i działań oraz wspieranie monitorowania wydajności bezpieczeństwa. Ostatnim krokiem tego podejścia jest koncepcja promocji bezpieczeństwa szkolenia, edukacji i komunikacji dla aktywnej kultury bezpieczeństwa.

The paper presents selected issues of safety management, required for the development to achieve an adequate degree of safety in making decisions. Increasing number of operations at the airports causes that safety management system in aviation and aviation organizations is one of the fundamental problems of multiple analyzes. Policy and safety objectives are the first step in the implementation of SMS. As a next step of risk management is identification of hazards and planning of support actions. This approach ensures that they will be identified in all required protective measures. The result of this approach is a list of threats and actions, and support the monitoring of safety performance. The last step of this approach is the concept of safety promotion, training, education and communication for active safety culture.
