Od lat trwa transformacja Organizacji Traktatu Pöhocnoatlantyckiego. Przebudowywana jest jego struktura dowodzenia, a utworzone w dowödztwie strategicznym (Suprerne Headquarters Allied Powers Europe - SHAPE) Zintegrowane Centrum Zarządzania Kryzysowego NATO (Comprehensive Crisis and Operations Management Center - CCOMC) już wkrótce osiągnie pełne zdolności operacyjne. Powstanie Centrum może być dla SHAPE szansą zostać dowództwem prawdziwie strategicznym, które będzie całościowo ujmowało złożone problemy bezpieczeństwa międzynarodowego i elastycznie reagowało na potencjalne sytuacje kryzysowe. Myśleć, planować i działać strategicznie - to podstawowe funkcje Centrum i zarazem filary jego działania. SHAPE, mając dzięki Centrum pełną świadomość operacyjną, zamierza skutecznie kierować wielonarodowymi połączonymi siłami zdaniowymi oraz w sposób ciągły pełnić funkcję strategicznego doradcy na szceblu politycznym NATO.

For the last couple of years, NATO has been undergoing a deep transformation process orchestrated at meeting NATC)'s objectives and successfully dealing with security challenges. All command and control structures in NATO are being restructured, and at Supreme Headquarters Allied Powers Europe (SHAPE) all efforts are aimed at the Comprehensive Crisis and Operations Management Center (CCOMC) achieving full operational capabilities in 2013. By establishing a fully operational CCOMC, SHAPE wants to become a truly strategic command able to look beyond the horizon in its analysis, deal with complex security matters and rapidly respond to crisis situations if they materialize. Think, plan and act strategically is the main intent of how the CCOMC is to perform, as well as key functions to achieve CCOMC goals. By performing in that way, SHAPE wants to achieve a full operational awareness, manage subordinated Joint Combined Task Forces during their missions, as well as provide strategic advice to the decision makers at the political level.
