Abstrakty

Azjatycki Bank Inwestycji Infrastrukturalnych został utworzony w 2015 roku i szybko stał się integralną częścią międzynarodowej polityki rozwoju. Podpisanie aktu założycielskiego AIIB zbiegło się w czasie z inicjatywą Jednego Pasa i Szlaku (BRI). I choć AIIB wzbudził mniejsze zainteresowanie medialne i akademickie niż BRI, to zarząd banku, z prezesem Jin Liqunem na czele, zdołał przekonać wielu zachodnich interesariuszy do przyłączenia się do AIIB, tym samym instytucja ta zyskała zaufanie społeczności państw zachodnich oraz ponadregionalne znaczenie instytucjonalne. Autor objaśnia motywy utworzenia AIIB oraz perspektywy jego rozwoju. Zadaje pytanie, czy AIIB stanie się wartością dodaną dla już ugruntowanych instytucji, takich jak Bank Światowy i Azjatycki Bank Rozwoju (ADB). Wskazuje na wpływ Pekinu na zarządzanie AIIB oraz na autorytarny model państwowości Chin, co może budzić obawy przed wykorzystaniem banku jako narzędzia do realizacji chińskich interesów.

Since its establishment, the Asian Infrastructure Investment Bank has quickly become an integral part of international development policy. The signing of the AIIB’s articles of incorporation coincided with the One Belt and Road (BRI) initiative. Although the AIIB attracted less media and academic interest than the BRI, the bank’s board of directors, headed by Chairman Jin Liqun, managed to convince many Western stakeholders to join the AIIB. Hence, the institution gained the trust of the Western community and trans-regional institutional significance. The author explains the motives for establishing the AIIB and the prospects for its development. The author asks whether the AIIB will be an added value to already well-established institutions such as the World Bank and the Asian Development Bank (ADB). He points to Beijing’s influence on the AIIB’s governance and China’s authoritarian statehood model, which may raise concerns about the bank being used as a tool to advance Chinese interests.
