Artykuł zawiera analizy i refleksje związane z obecnym kształtem modelu bezpieczeństwa indywidualnego konsumentów na rynku energii. Autorzy, przedstawiając szereg doktrynalnych definicji związanych z bezpieczeństwem, finalnie prezentują syntetyczną propozycję rozumienia bezpieczeństwa indywidualnego konsumentów w sektorze energetycznym, uwzględniającą najnowsze trendy krajowej oraz europejskiej legislacji. W artykule przedstawiono także omówienie zjawiska ubóstwa energetycznego, katalogu definicji odbiorców z ustawy (Prawo energetyczne) mechanizmów wsparcia odbiorcy wrażliwego w postaci dodatku energetycznego oraz ryczałtu na opał, a także nowej instytucji ADR (ang. Alternative Dispute Resolution) w energetyce – polubownego rozwiązywania sporów – Koordynatora do spraw negocjacji. Na podstawie przedstawionych analiz autorzy zauważają m.in., że na przestrzeni lat 2013–2017 wyklarowała się tendencja rozwijania nowych uprawnień konsumenckich (instrumentów ochronnych) w energetyce.

The article „Modern polish model of individual consumer security in the energy market – selected definitional and system aspects” includes analyses and reflections related to the current shape of the individual consumer security model in the energy market. The authors, by making an analysis of a number of security-related definitions, present their own proposal for the definition of individual consumer security in the energy sector, taking the latest trends in national and European legislation into account. The article also contains an overview of the phenomenon of energy poverty, a catalog of definitions of recipients from the Energy Law, sensitive customer support mechanisms in the form of an energy allowance and fuel payment as well as a new ADR institution in the energy industry – alternative dispute resolution – negotiation Coordinator. Based on the presented analyses the Authors notice, inter alia, that in the years 2013–2017 a trend towards the development of new consumer rights (protective instruments) in the energy sector emerged.
