In this paper, an attempt has been made to present the first, i.e. the lowest level of maritime safety and security management. The importance of the National Network for ensuring the maritime safety and security has been increased immensely as the result of the outbreak and waging the global war on world terrorism. The national level of marine safety and security management is for some years (since 2002) the subject of many thorough and radical changes. However, there exist many reasons to conclude that process of transformation of national level of maritime safety and security will be continued, even in the much more firmed manner.

W artykule zaproponowano zapis formalny referencyjnego modelu bezpieczeństwa instytucji. Na podstawie stopnia uzależnienia funkcjonowania instytucji od zaangażowania w to środków teleinformatycznych wyznaczane są cele, strategie i polityki bezpieczeństwa na poziomie instytucji, wyrażające jej ogólne potrzeby w tym zakresie. Na tej podstawie wypracowywane są wymagania dotyczące bezpieczeństwa teleinformatycznego w instytucji, a te z kolei przekładają się na szczegółowe zasady bezpieczeństwa każdego z eksploatowanych w niej systemów. Artykuł przedstawia ogólny schemat postępowania przy tworzeniu systemu bepieczeństwa instytucji, który stwarza szansę na automatyzację tych działań.

The paper presents the high-level security model compatible with common IT security objectives, strategies and policies concept. It expresses business level security needs. This is the base for defining the security objectives, strategies and policies for the considered organisation. Analysing strategies in the context of objectives and policies, general ICT security level is defined. Next, on this base, security for any ICT system can be precisely expressed. The paper presents general compilation scheme of this model.

To nic nowego. Stan techniczny majątku produkcyjnego to jeden z najważniejszych czynników bezpieczeństwa energetycznego. Tej sprawie należy przywrócić odpowiednio wysoką rangę. Modele biznesowe optymalizujące nakłady na utrzymanie majątku produkcyjnego powinny uwzględniać aktualny stan techniczny urządzeń oraz regulacyjny charakter ich pracy.

Problems with energy supply, which occurred this summer, showed that energy production is not only the source of costs in a capital group in power sector, but maybe (and actually is) an important (or even basic) element of national power system safety. However, it is a discovery for many. Technical condition of production assets is one of most important factors od power safety. Respectively high importance of this issue should be restored. Business models that optimize investments in maintenance of production assets should take into account current technical condition of the equipment and flexible mode of operation.

The essence of modern national security refers to actions aimed at guaranteeing the survival of a nation in the stable territorial state borders as well as its comprehensive and undisturbed development. In the light of the presented evolution of the term “national security” and the essence of the process of providing this security, the article presents a new approach to the strategic basis for this process. A new approach to security issues associated with the use of teleinformatics systems in the decision-making process has been presented. There is a discussion of the relationship between the security of informatics systems and the security of the decision-making process in which they are used, in particular regarding the threats resulting from the use of informatics systems and modern teleinformatics technologies. In addition, an overview of the dangers that could have a significant impact on appropriate decision-making has been performed. The paper points out the possible ways to ensure security depending on the type of threats encountered. In particular, threats particularly linked with the security of informatics systems supporting decision-making have been identified.

The article highlights the importance of information and the need to manage its security. The importance of information requires a systemic approach, which is why the standards of conduct for managing information security have been approximated. The results of research on information security management in the field of personal data protection have been presented. The research was carried out on a sample of 110 enterprises. The survey was extended to include an analysis of one of the companies subject to the survey. In the following, the case study regarding the production enterprise was also presented.

Zarysowana idea systemu informatycznego nie jest opisem gotowego produktu finalnego. Nie jest też gotową receptą na niedosyt informacji istotnych dla bezpieczeństwa, odczuwany przez licznych pracowników samorządowych, ani na równocześnie dostrzegany "szum informacyjny". System tu przedstawiony jest jedynie próbą znalezienia odpowiedzi na pytanie o metody efektywnego wspomagania procesu zarządzania bezpieczeństwem dużych i zróżnicowanych jednostek samorządu terytorialnego – miast o statusie gmin na prawach powiatu. Podstawowe trudności z jakimi borykają się urzędnicy administracji samorządowej, dotyczą głownie sfery prawnej, szczególnie w aspekcie determinującym relacje pomiędzy różnymi podmiotami. Ubogie instrumentarium wykonawcze samorządów nie pozwala również na uzyskanie pełnego obrazu stanu bezpieczeństwa miasta metodami bezpośrednimi. Jednocześnie należy zauważyć, iż inne podmioty także te "wiodące" w sprawach bezpieczeństwa, jak na przykład policja czy straż miejska, również nie maja takiego pełnego obrazu. Ogranicza to możliwości prowadzenia analiz bezpieczeństwa w stopniu rzutującym na planowanie i przygotowanie działań, a co za tym idzie, obniża ich efektywność. Idea budowy instrumentu rozpoznawczo-analitycznego, jakim w istocie jest system przetwarzania informacji o bezpieczeństwie, ze względu na niskie koszty i wysoką, zakładaną użyteczność, stanowić może ciekawą propozycję działania przyczyniającego się do poprawy bezpieczeństwa na terenie miast.

The idea of the computer system presented in the article is not a final product. It is also neither a ready remedy for the insufficiency of essential information for security felt by numerous commune workers nor simultaneous „information noise”. The system is merely an attempt to find an answer to the question concerning effective support of security management process in big and diversified territorial self-government townships - towns of the commune status having districts rights. The basic problems that the local administration workers face refer mainly to the legal area, particularly in the aspect determining the relations between different entities. Poor executive instruments of self-government bodies do not allow receiving a complete picture of the town security using direct methods. It must be noticed that other entities, "leading" in security matters such as the Police or Municipal Guard, also do not have such a full picture. This limits the possibilities to conduct security analyses to plan and prepare activities and thus it lowers their effectiveness. The idea to build analytical - reconnaissance instrument, which in fact the system of information processing is, due to low costs and assumed high usefulness, may become an interesting proposal of an activity that contributes to the security improvement in towns.

Wg autora wskazany katalog wyzwań dla procesu zapewnienia bezpieczeństwa państwa umożliwi organom administracji publicznej skuteczniej realizować usługę bezpieczeństwa w poszczególnych jego wymiarach (płaszczyznach), tak by kompleksowo zapewnić egzystencjalne i behawioralne potrzeby społeczeństwa.

This article addresses selected aspects of organizational culture to be considered in the context of knowledge based proactive safety and security management of plants, ports and systems of critical infrastructure. It has been often emphasized in the domain literature that business effectiveness of such plants and their resilience against hazards and threats to avoid major accidents depends substantially on human and organizational factors. It becomes obvious that appropriate shaping of these factors is crucial and should be considered in life cycle. Some terms have been also introduced such as safety culture and security culture. Current research topic in this domain includes an interface between safety and security. The article discusses these issues in the context of knowledge based proactive safety and security management being a new challenge, especially in cases of hazardous plants, ports and other complex systems of critical infrastructure. Nevertheless a crucial role plays the human-operator undertaking safety-related decisions during potential abnormal situations and accidents. Below some issues concerning requirements for the alarm system design in context of human factors are outlined and discussed.

The aim of the paper is to conduct an analysis of various threats that may occur during road freight transport in the territory of the European Union. The research method consisted of a survey and the sample group selected for the survey were transport companies from eastern and southern Poland. The paper presents the current condition of Polish transport companies on the EU market and various threats that may occur while delivering road freight transport services. Polish carriers make a considerable contribution to international road freight and cabotage operations and Polish drivers constitute 9,99% of all employed in the industry in the EU. In 2016 Polish carriers delivered road freight services using 205,390 lorries. When it comes to threats, recent years brought about the emergence of new threats related to terrorism and mass migration. These threats constitute new challenges for Polish transport companies. Therefore, it would be a good idea to develop a model of good practices (recommendations) which would lead to improvements in the level of security during the process of rendering transport services.

Through the example of French referendum on the European constitutional treaty, it demonstrates the importance of skill level for the susceptibility of different population groups to the securitization of the topics of the campaign, namely within the context of the deepening of European integration, which respectively threatens certainty and increases uncertainty. The paper also draws attention to the possibility of emergence of the so-called paradox of securitization.

The article presents the positions of the UK and Polish governments on the importance of European security management as a factor influencing and shaping the defence doctrine in both states. Building on the systemic nature of European security, security management concepts, as defined in UK and Poland’s strategies for developing defence capabilities, have been examined using a system analysis. The assessment of the issue from the perspective of the UK and Polish governments is based on a decision-making analysis, while differences in the approach to European security are demonstrated through a comparative method. The authors have shown that the actual perception of European security as part of the global order is a factor determining the current involvement of the UK Government in the process of security management. However, the Polish government has shown interest in similar actions only to the extent these are convergent with national security.

OPSEC (Operations Security) model was developed during the Vietnam War era as a part of military strategies to protect critical information, analyzing vulnerabilities and threats, assessing risks and applying proper countermeasures. 5 steps OPSEC model have been functional for US Army’s operational security and used by other NATO members as well. When threats have spread widely in 21 st Century OPSEC began to be used and applied in a more general context of security world. Today even in cyber security this model serves practically for protection of critical data and information. In this paper we are going to proceed in two levels: on the one hand we will explain the OPSEC principles, steps and conceptual aspects through the main sources of this field; on the other hand we will discuss applications of the model in real world (military, politics, industry, etc.) via some explanatory examples and its potential usages for securing modern life and societies. Our approach will be based on an interdisciplinary view with references to sociology, security studies and management.

The author presents the role and meaning of geoinformation in the security management issues. He gives some opportunities of using geoinformation for many different issues on the strategic and tactical levels of a current management. He points at the possibilities of assessment of a nation power based on certain criteria and information. He focuses on military geography in the range of geoinformation support of military activity system and on coming to a wider approach to considering of security issues on the ground of geography of security. The author emphasises a wider research context of geography of security in relation to military geography which could be treated as a part of the first discipline in the face of the wide approach to the security issues.

The state is a specific organisation which fulfils a service role for the nation conducting a special duty of security - i.e. guaranteeing independence and territorial stability as well as ensuring conditions for stable and harmonious development of the country in all social activity areas. Ensuring national security understood in this way requires not only creating several elements responsible for counteracting multidimensional threats but also joining these elements in a coherent management process. The idea of this process for the executive elements rationally taking advantage of the potential is not only to take measures in order to reduce the consequences of emerging multi-aspect national security threats but, most of all, to release their activity within team working and in this way guarantee the synergy effect while conducting national security tasks. Suggested criteria for building such a system will simplify conducting a complex assessment of existing elements participating in the process of counteracting national security threats and also carrying out such a modification so as to create an integrated system that will guarantee stable national security.

Skuteczne zarządzanie bezpieczeństwem drogowym jest trudne z praktycznego punktu widzenia, a od strony metodologicznej stanowi duże wyzwanie dla teoretyków i badaczy. Wynika to stąd, że istnieją różne poglądy i rozbieżności dotyczące samej idei zarządzania, jak też jego koncepcji i modelu ogólnego. Rozbieżności te wynikają z różnych możliwych uwarunkowań lokalnych i administracyjnych jakie istnieją w różnych systemach transportu drogowego. Zarządzanie bezpieczeństwem drogowym powinno być uniwersalne na wyższych poziomach zarządzania, a jednocześnie otwarte na ewentualne korekty związane ze specyfiką niższych poziomów zarządzania. W artykule pokazano syntetyczne ujęcie podstawowych problemów zarządzania bezpieczeństwem drogowym – od idei do modelu ogólnego.

Effective management of road safety is difficult from a practical point of view, and from the methodological poses a major challenge for theorist and researches. This is due to the fact that there are different views and divergences on the idea of management, as well as its general concept and model. These discrepancies result from the different possible local conditions and administrative that exist in the various systems of road transport. Management of road safety should be universal at higher levels of management, while open to any adjustments related to the specificity of the lower levels of management. The article shows the synthetic approach tom the basic problems of road safety management – from the idea to the general model.

Przedstawiono podstawowe informacje na temat bezpieczeństwa w transporcie morskim i zarządzania tym bezpieczeństwem. Podano zasadnicze informacje na temat identyfikacji zagrożeń i modelowania scenariuszy wypadku mogących prowadzić do katastrofy statku na morzu. Przedstawiono propozycję systemu do szybkiego modelowania sekwencji zdarzeń zagrażających bezpieczeństwu statku w warunkach operacyjnych. W końcowej części artykułu opisano zasadnicze elementy modelu matematycznego do szybkiego modelowania sekwencji zdarzeń zagrażających bezpieczeństwu statku i modelu matematycznego do szybkiego modelowania zachowania się statku w warunkach operacyjnych przy użyciu symulacji komputerowej. In the paper some elements on the research connected with development of a model for rapid modeling of a sequence of events which may have an impact on the ship safety are presented. The fundamental information on the safety of maritime transportation and safety management is given. The basic information on the hazard identification and modeling of the accident scenarios which may cause a catastrophe at sea is described. A proposal of a system for rapid modeling of the sequences of scenarios causing a danger for the ship safety in operational conditions is shown. In the final part of the paper both the main elements of the mathematical model for rapid modeling of the accident scenarios causing a danger to the ship safety and mathematical model for rapid modeling of the ship performance in operational conditions by a computer simulation are presented. The information include in the paper are the chosen elements of research associated with preparing a Ph.D. thesis by the first author.
