Commutation phenomena related to the processes of changing the amount of power taken or returned by a vehicle affect the frequency spectrum contained within the traction current. The paper presents the influence of selected physical phenomena on the parameters taken for FFT analysis utilized for assessment of the disturbances generated into the traction network. The paper also describes the stands used for measuring disturbances generated into the traction network. The results of the measurements and calculations of the frequency response of simulated signals are presented, as well as signals measured in real conditions during traction vehicle tests, which are useful for assessing the influence of commutational interferences on the analysis of harmonics in the traction current.

The paper starts with a presentation of the conformity proving principles, which are utilized all over the European Union as a basis for the common market. Then, it shows how these principles are being applied in the case of railway transport, taking into account European and national requirements. It describes European requirements applicable before and after implementation of the fourth railway package. It also shows different complementary requirements. The paper ends with a short overview of the Railway Research Institute test capabilities and formal authorisations.

Observing time-period from 2003 till 2008, polish governmental efforts in informatization was focused on egovernment legal foundations and IT standards too. Main purpose of this article is to achieve short discussion of crucial associations between IT practice (especially software engineering rules) and legal limitations of IT plans and strategies in Poland. Main issues of author considerations are rules of interoperability and security of IT systems in polish public administration.

A rapid change in the geopolitical sphere – precisely in Ukraine, Georgia and Moldova – caused by an aggressive posture of Russian Federation (RF) and difficulties accelerated by an immigration crisis in Europe, for which one more time Russians play a significant role, have induced an evolution of adhering the Polish Armed Forces (PAF) to the new security circumstances. The perspective projected by RF for reshaping the order of current World with its invading foreign policy challenging equally: close neighbours as well as other partners regardless of their attitude towards recognition of RF’s hostile behaviour aiming at an economic, diplomatic, social and military pressure have irreversibly acquired analysts’ attention on today’s security. Having considered basic variables affecting the European security, this is indispensable assumption that strengthening the Polish Armed Forces (PAF) with additional capabilities will contribute to the intentional tendency subjected by armies in time of instability and threat. Consequently, Poland has stepped up and decided to reinforce its PAF by forming an additional component in response to the current challenges. A fivephases deliberate process was triggered with a following procedural cycle: 1. Analysing; 2. Planning; 3. Execution; 4. Assessment; and 5. Implementation. It is flexible enough for any corrections coming from practical effecting, lessons identified and finally lessons learned. The analysis serving as inputs for activating this cycle was performed by the Territorial Defence Bureau experts of Polish Ministry of Defence (POL MOD). The aim of this study is to show some aspects of an official concept of POL MOD on the development of the Territorial Defence Forces (TDF) in Poland and basic characteristics related to the synergy gained with non-military system1 . TDF are mainly considered as a capability reinforcing PAF by complementing operational forces, nevertheless the added value is to be gained by achieving a suitable interaction with non-military actors i.e.: government administration, government organizations (GOs), non-governmental organizations (NGOs) and the other players for having a possible crisis solved in a comprehensive manner

W artykule zamieszczono charakterystykę systemu transportowego europejskich kolei dużych prędkości (KDP), dokonaną pod względem kwalitatywnym i kwantytatywnym. Scharakteryzowano zarówno infrastrukturę kolejową (jej długość, parametry techniczne itp.), jak i tabor poruszający się po liniach KDP (podano prędkość maksymalną, liczbę miejsc dla pasażerów itp.). Szczególną uwagę poświęcono postępowi realizacji europejskiego programu ujednolicenia systemu zarządzania ruchem kolejowym (ERTMS), na który składają się Europejski System Sterowania Pociągiem (ETCS) oraz Globalny System Kolejowej Radiokomunikacji Ruchomej (GSM-R).

The most important information on high speed railway programme in Poland has been presented in the paper. The particular attention has been focused on perspectives of reduction of travel time between agglomerations and regions in the light of the economic development and the assumptions of the European Union sustainable development policy. This paper presents the main aspects of research, analysis and design of the open identity management architecture for e-government development within GUIDE, a project financed by the 6FP of the EC. The most important identity management issues strongly influencing the European e-government development are briefly discussed. An emphasis is placed on the innovative interdisciplinary approach used in GUIDE, aimed at covering the whole range of technical, process, policy, legal and social identity management issues, and seeking to overcome the existing fragmentation of identity management initiatives. GUIDE brings together the European industrial, financial and technical market leaders in e-government solutions, as well as leading academic institutes of the relevant scientific disciplines. Through its scientific, technological and socio-economic goals GUIDE will contribute towards initiatives that will ultimately deliver multiple benefits to governments, citizens and businesses.

The paper presents implementation problems of Co-opeartive Intelligent Transport System (ITS) in Member States of European Union. ITS means systems in which information and communication technologies are applied in the field of road transport, including infrastructure, vehicles and users, and in traffic management and mobility management, as well as for interfaces with other modes of transport. Interoperability of ITS is the capacity of systems and the underlying business processes to exchange data and to share information and knowledge. ITS application means an operational instrument for the application of ITS. ITS service is the provision of an ITS application through a well-defined organisational and operational framework with the aim of contributing to the user safety, efficiency, comfort and/or to facilitate or support transport and travel operations. According to the European Commission the autonomous intelligent transport systems implemented in Member States of European Union are not interoperable due to some reasons, for instance discrepancies in the interpretation of laws, technology standards (specifications), especially lack of cooperation capability. European Commission has taken steps in mentioned issue (directive 2010/40/EU, mandate M/453, decision 2011/453/EU). The author has presented synthetically problems in mentioned area and determined resolutions of them on level of European Union and Poland. Furthermore the main results of research projects: The National Automatic Toll Collection System (NATCS) and Methodic of eCall automatically informing system of traffic accidents developed by Motor Transport Institute.

The growth in freight-traffic between Europe and China is driving the quest for new transport routes between these regions. One of the options is to use railway routes. The concept of using railway connections is referred to as the New Silk Route. A number of analyses of freight traffic point to a huge demand for this type of transport since sea freight is marked by seasonality, long travel times and the growing problem of congested ports, both in China and Europe. Currently, there are several railway connections between China and Europe. These connections are hindered by intermodal transport and transhipment, which extend freight travel time, generate extra costs and result in the low capacity of these connections. In order to increase capacity, new connections should be developed using the interoperability of all the railway routes between Europe and China. Many barriers, however, impede this idea. Many of those barriers are technological in nature. This paper looks into technological barriers that constrain interoperability in railway transport between Europe and China. The first section sheds some light on the idea of interoperability, as well as railway connections between Europe and China. The second section points to the technological barriers in this kind of transport. The next section presents some possible solutions for removing the barriers. The final section provides a summary.

An approach to the problem of interoperability in open and heterogeneous multirobot system is presented. It is based on the paradigm of Service Oriented Architecture (SOA) and a generic representation of the environment. A robot, and generally a cognitive and intelligent device, is seen as a collection of its capabilities exposed as services. Several experimental protocols (for publishing, discovering, arranging, and executing the composite services) are proposed in order to assure the interoperability in the system. The environment representation, the description language for tasks and service interfaces definition, as well as the protocols constitute together the proposed information technology for automatic task accomplishment in an open heterogeneous multirobot system.

In [1] some aspects of eGovernment: interoperability were discussed The aim of this paper is to summarize the national aspects and peculiarity in the field of interoperability in Poland (strategic frameworks, laws, regulations, implementation, specific requirements, organizational aspects, technical aspects, case studies, best practices, etc.). This information will be latter on used as a part of an e-course on eGgovernment interoperability course. The first part focuses on some of the organizational aspects and the effects they have on PA structures and on the performance of the services provided. In addition, the goal is also to analyze the changes that have produced some valuable innovations. The second section deals with the technological aspects, not only with the identification and exploitation of the best solutions in the field of innovation processes within the PA, but at the same time serves to detect unsuccessful attempts, analyzing the strengths and weaknesses of a given action taken in each case. The final section includes a detailed description of some success examples of a best practice and an in progress experiment of interoperability in Poland. The research was conducted within the LLP Leonardo da Vinci project „ELGI - eLearning for eGovernment” started in 2011. The project addresses its aims at the development of an innovative elearning course for acquiring knowledge concerning interoperability.

Maintaining the railway infrastructure in a condition ensuring safe railway traffic is the basic responsibility of railway infrastructure managers resulting from the Rail Transport Act. Elements of the railway infrastructure are subject to difficult atmospheric conditions as well as changing dynamic loads resulting from the operation of a given part of the infrastructure. The lack of proper maintenance of tracks adversely affects their operation: lowering the permissible speed, reducing driving calm, decreasing the safety of railway traffic, increasing the degradation of aggregate and railway subgrade, as well as increasing the influence of dynamic impacts on the surrounding buildings. The following article presents an analysis of maintenance tasks performed at 5 different locations. For the purposes of the article, data were collected in 2016−2018 on 100 km of track from daily reports performed by qualified supervisors managing maintenance brigades. The aim of the article is to present the results of the collected data, to analyze the most common maintenance tasks, to determine the root causes that result in the need to perform specific tasks and to propose remedies. The aim of the research was to achieve market competitiveness by minimizing costs because today’s performance of duties related to the maintenance of railway infrastructure is characterized by very high costs associated with high workload, repair technology, the need to use specialized equipment, and temporarily exclude a part of the line from traffic. The research was carried out in a company which is a manager of railway infrastructure.

This paper analyses different aspects of S2S (system to system) migration, such as data conversion, procedures migration, and human factor. We present problems that may occur during the process, with particular emphasis on data migration issues. The latter part of the paper shows a connection between S2S migration and interoperability. Presented observations and conclusions are based on our experience gained while developing the e-University.

The integration of information systems represents one of the most urgent priorities of a regional healthcare authority in order to meet its clinical, organizational and managerial needs. Current practice shows that the most promising approach to achieve a regional healthcare information system is to use a health level 7 (HL7) message based communication system implemented by an asynchronous common communication infrastructure between healthcare sites. The system is a complete and integrated information system at a regional level that comprises all types of healthcare levels, that includes interoperability issues, that covers most of the needed components, and that is able to work efficiently in a secure wide area network to ensure data privacy and confidentiality. Another important feature of the proposed solution is that it creates an interoperability framework that can be replicated from one healthcare institution to another. In that sense, common interoperability messages can be used to interconnect heterogeneous information systems. In response to this strategy, more than 10 different consortiums have submitted proposals to the Greek government and the proposed interoperability framework seems to be widely accepted as a solution to enhance information and communication technologies developments in the healthcare sector in Greece.

A fundamental pre-requisite for the establishment of a scaleable regional health information network (RHIN) is the development of an architectural framework and tools for the integration of specialized autonomous systems and e-health service platforms supported by an underlying health information infrastructure (HII). In this context, HYGEIAnet, which is the RHIN of Crete in Greece, has identified and utilized a number of critical software components enabling integrated access to clinically significant information, based on an open architecture addressing successfully the various interoperability challenges at hand. HYGEIAnet provides the framework for the reuse of standardized common components and public interfaces, thus enabling integrated and personalized delivery of healthcare.

The main technical assumptions for railway infrastructure and high speed rolling stock and the perspectives for high speed railway development in Poland till 2040 including international connections have been introduced.

This article describes the procedures, standard parameters and control requirements to be performed in order to achieve EC verification of a Control-Command and Signalling On-board Subsystem. An analysis of issues related to the assessment of the on-board subsystem is presented in terms of the necessary checks that must be performed by a notified body and the issues of interoperability tests of the on-board ERTMS with track-side infrastructure. Providing railway interoperability is strictly related to the introduction of unified rules for the assessment and verification of the ETCS and GSM-R subsystems that are part of the European Rail Traffic Management System (ERTMS). The article describes procedures, standard parameters, requirements and necessary controls that must be implemented to carry out EC Verification of a Control-Command and Signalling On-board Subsystem. Reference is also made to the issues of ERTMS on-board compatibility tests with track-side infrastructure.

W 2017 r., zgodnie z regulacjami interoperacyjności europejskiego systemu kolejowego państw UE, pojawiło się rozporządzenie, które może ułatwić wprowadzenie dwusystemowego tramwaju w polskich miastach. Szereg wspomnianych w artykule uwarunkowań technicznych ogranicza możliwości do jednego systemu pojazdu dwusystemowego. Prace prowadzone w Polsce nad tramwajem dwusystemowym oraz decyzje o rozwoju kolei aglomeracyjnych przyczyniają się do sceptycznego spojrzenia na przyszłościową aplikację tego środka transportu do polskich warunków, pomimo korzystnych zmian w prawodawstwie.

In 2017, according to the interoperability regulations of the European railway system of the EU countries, a regulation [5] appeared, which may facilitate the introduction of a two-system tram in Polish cities. A number of the technical conditions mentioned in the article limits the possibilities to one system of a dual-system vehicle. Work carried out in Poland on a two-system tram and decisions on the development of agglomeration railways contribute to a skeptical look at the forward-looking applications of this mode of transport in Polish conditions, despite favorable changes in legislation.

Objectives: Due to the diversity, volume, and distribution of ingested data, the majority of current healthcare entities operate independently, increasing the problem of data processing and interchange. The goal of this research is to design, implement, and evaluate an electronic health record (EHR) interoperability solution - prototype - among healthcare organizations, whether these organizations do not have systems that are prepared for data sharing, or organizations that have such systems. Methods: We established an EHR interoperability prototype model named interoperability smart lane for electronic health record (islEHR), which comprises of three modules: 1) a data fetching APIs for external sharing of patients’ information from participant hospitals; 2) a data integration service, which is the heart of the islEHR that is responsible for extracting, standardizing, and normalizing EHRs data leveraging the fast healthcare interoperability resources (FHIR) and artificial intelligence techniques; 3) a RESTful API that represents the gateway sits between clients and the data integration services. Results: The prototype of the islEHR was evaluated on a set of unstructured discharge reports. The performance achieved a total time of execution ranging from 0.04 to 84.49 s. While the accuracy reached an F-Score ranging from 1.0 to 0.89. Conclusions: According to the results achieved, the islEHR prototype can be implemented among different heterogeneous systems regardless of their ability to share data. The prototype was built based on international standards and machine learning techniques that are adopted worldwide. Performance and correctness results showed that islEHR outperforms existing models in its diversity as well as correctness and performance.
