This article addresses the issues involved in monitoring the teaching and learning of science in a changing world. It examines the development of cross-cultural studies of educational achievement, particularly in the field of science, including the theoretical basis of the studies and the models advanced and used in evaluation and more recently in the monitoring of change over time. In addition ten specific issues are identified for investigation into the critical problems facing learning and teaching of science across the world at the beginning of the twenty-first century with particular reference to the PISA studies being conducted by the Organisation for Economic Cooperation and Development.

W artykule omówiono zagadnienia związane z monitorowaniem procesu nauczania w zmieniającym się świecie. Autor podkreśla konieczność rozwoju międzykulturowych badań dotyczacych osiągnięć edukacyjnych, szczególnie w dziedzinie nauk ścisłych. Istotna wydaje się być również analiza podstaw teoretycznych tych badań oraz poszukiwanie najlepszych modeli do ich ewaluacji. W artykule zidentyfikowano 10 obszarów badawczych, obejmujących najbardziej krytyczne na chwilę obecną problemy dotyczące nauczania nauk ścisłych na świecie. Odwołano się w szczególności do badań w ramach projektu PISA prowadzonych przez Organizację Współpracy Gospodarczej i Rozwoju.

Scientists from all over the world recognize that saving energy in households is currently a very relevant topic. Energy resources are a very important factor for each country's economic vitality. Not only the country's replenishment in energy resources is important, but also the reduction of energy consumption volume. The Objective of the study: to assess the energy savings in households potential, applying the measures aimed at the behavior change of the population through energy-saving direction. Methodology: yhe impact of behavior change of the population measures is assessed according to the criteria of efficiency and effectiveness. In order to assess the potential for energy savings in households, the following methods, such as an experiment, the control group formation scenario, household questionnaire, were used. The questionnaire was designed to supplement the experiment, in order to gain deeper knowledge of the household, to obtain more detailed information about the nature of the behavior, to identify barriers to behavior change, and to select a control group of households to carry out the experiment. Data, results and main contribution of the paper: research shows that people's behavior related to energy saving is influenced by a number of macro-level and micro-level factors. In the article, the assumptions of the changing behavior of population are analyzed and the specific measures aimed at the behavior changes of the population selection and implementation impact assessment.

The main research problem of this article is whether the political message, that was addressed to voters in the presidential election from 2015, was based on the results of the evaluations or of the socio-economic researches were conducted by the research centers. The political views and slogans, which were presented by the candidates for the President of Poland during the campaign in 2015, were analyzed to answer the main research problem. The theoretical framework of the evaluation and the process of evaluation researches on the example of the managing authority of the operational program were described in the first part of this article. The European experience of utilization the evaluation results by the political class and the analysis of the presidential campaign from 2015 in reference of constructing political arguments with the results of the evaluation were presented in the second part. The author concludes that the results of the evaluation were marginally used during the campaign. The political arguments, that were used by candidates for the President of Poland, were mostly limited to recall simple figures, expert and public opinion, although in some cases the politics referenced to the results of the studies and reports. However, it is impossible to conclude if one of these studies was an evaluation research.

Computer and video games are increasingly being used for serious purposes and not only for entertainment. In recent years, we have observed a very fast market development of serious games, which are used for education, simulation, research, health, and therapy purposes. This article describes the main features of serious games used for health. This group of serious games includes health promotion games (for example, game on healthy nutrition, physical activity), games with information about diseases and treatment procedures, rehabilitation games (also known as “exergames”), games for cognitive distraction during painful medical procedures, and games with psychology content. Three examples of serious games for health were described in this article. This article also presents the design prototype of a psychology-centered serious game, Mission – Master Your Fear, which focuses on issues and problems of preschool children.

In the text a critical reflection is undertaken on the evaluation of school assessment systems treated as a social category, “pulsating” due to its relation to its changeable context. Analyses have revealed an extensive realm of reduction of meanings and values carried out in the course of assessment systems creation and design, and throughout performance of their evaluation. One of the effects of those actions is dissonance between records in documents and their practical dimension. In turn, the picture of school reality, simplified and subjected to external evaluation procedures, does not so much block a change it does not make it possible to recognise its need should it not fall within the need to meet uniform requirements of the state regarding education. The same logic results in internal evaluation in the school assessment system being granted the status of undisputed yardstick for the educational reality, which, should such a need arise, must be changed for them to better match the procedures formulated in the document. The text concludes with a question on the need of assessment and values connected with it, the reading of which in the context of specified horizon of meanings may prevent assessment systems from their axiological dimension being reduced, or solidify the current form confined to a set of procedures, whose deeper sense is not reflected on by anyone at school. The latter option does not imply elimination of problems with assessment but those problems remaining unspoken of and their further increase.

The most important issues in the administration of modern science is "editorial correctness" of scientific articles. Editors of the most prestigious scientific journals know how to build an impact factor. Is an overly rigorous procedure for submitted manuscripts appropriate in every case?The constant progress of science and the development of researchers is undeniable and remarkable. We dissociate ourselves from the principle of "publish a lot and quickly" recommended during the postdoctoral phase or other periods of a scientist's career. Quality requires time and humility towards that which was discovered and that which is still unknown.

The analysis was carried out in 2010 of research on political preferences of Poles presented by the media. The analysis of the survey before its publication was proposed through a set of 20 questions assessing the reliability of the conducted study. Looking from the perspective of the adopted method of analyzing opinion polls, it seems that it can and should accompany media representatives today.

The purpose of this study was to design, validate, and test the reliability of an instrument to evaluate knowledge of nutrition, weight control and its risk. The instrument collects information regarding: socio-demographics and athletic status; basic knowledge of nutrition (the diet they follow, nutrients, supplements, energy balance, myths, hydration and habits); and weight control and risks (weight control, eating behaviors, and weight control habits). The design, validation, and testing of the reliability of the questionnaire were done in four phases: a) design and development of the instrument, b) content validation, c) instrument reliability, and d) concurrent validity. The results show that the instrument is suitable for measuring nutrition, weight control and risk knowledge in athletes. The instrument that was developed and validated in this paper can contribute to assessing how the athletes evolve through their different formation stages.

The paper investigates the effectiveness of a continuing online education course for the professionals, who provides information on the food safety working group from "Lucian Blaga" University of Sibiu, formed by students (specialization: Engineering and Management in Public Food and Agro-tourism), persons looking for a job (unemployed) and people who works in the food industry. Piloting materials was made both face to face and online. The knowledges was measured using evaluation tests after each lesson and through a final assessment test. The results of the promotion rate was over 90%, which indicates a high efficiency in terms of piloting materials adapted by teachers from the "Lucian Blaga" University.

The article presents results of a systematic literature review concerning measurement of the social impact of social economy entities and social enterprises. The query mainly covered leading Polish databases of scientific journals and publications as well as electronic university repositories. 463 texts were identified, 34 were included in the review. The article presents definition issues regarding social impact and the reasons indicating the necessity of measuring it. Social impact measurement methods most frequently proposed in the literature are also shortly presented: Prove and Improve, Social Audit (SA), Social Return on Investment (SROI), Local Multiplier (LM3), Balanced Scorecard (BSC), ESometr.

W Polsce problem szacowania kosztu kapitału jest niezwykle swobodnie traktowany, co stanowi bardzo poważny mankament przeprowadzanych analiz oraz wycen. Niewątpliwie wynika to z faktu, że znaczenie kosztu kapitału jako kategorii jest bardziej uwypuklane przez teorię i badania naukowe niż dostrzegane przez menedżerów. Znajomość kosztu kapitału nie jest na co dzień potrzebna zarządzającym, gdy nie podejmują decyzji inwestycyjnych, czy też decyzji związanych z procesami fuzji i przejęć. Ponadto nie jest to wartość raportowana w systemach ewidencji księgowej. W związku z powyższym, celem niniejszego artykułu było wskazanie błędów popełnianych zarówno w trakcie szacowania jak i aplikacji kosztu kapitału.

The issue of the cost of capital valuation is treated very freely in Poland, which causes many defects of the conducted analyses. Undoubtedly it is connected with the fact that the meaning of the cost of capital is much more emphasized by the theory and scientific research than by practitioners. The knowledge of the cost of capital is not necessary in everyday management, when managers do not have to make, for example, investment decisions. Furthermore, this value is not reported in financial statements. The purpose of this paper is to call attention to some errors frequently encountered in estimation and applications of the cost of capital.

Re-speaking is a mechanism for obtaining high-quality subtitles for use in live broadcasts and other public events. Because it relies on humans to perform the actual re-speaking, the task of estimating the quality of the results is non- trivial. Most organizations rely on human effort to perform the actual quality assessment, but purely automatic methods have been developed for other similar problems (like Machine Translation). This paper will try to compare several of these methods: BLEU, EBLEU, NIST, METEOR, METEOR-PL, TER, and RIBES. These will then be matched to the human-derived NER metric, commonly used in re-speaking. The purpose of this paper is to assess whether the above automatic metrics normally used for MT system evaluation can be used in lieu of the manual NER metric to evaluate re-speaking transcripts.

The paper presents the possibility of the realization of the evaluation of the security of the Enterprise Resource Planning (ERP) systems following the regulations specified by European and Polish norms which relate to the security of information systems in enterprises with the special regard to the ERP systems. It also introduces the possibility of creating the security system programme and the actions executed during the evaluation.

This paper includes discussions about the issue of evaluating CROs. They are an expression of the theoretical exploration of factors and criteria which may have a significant impact on such an evaluation. It should be noted that evaluation of CROs is an important and complex problem, because today, in the real environment dominated by conflicts and crises, there is a real need to involve some of the resources of third party countries to resolve tensions in unstable areas. The need for a response from multinational forces (national, alliance) is dictated by the dynamics of the changes taking place in the security sphere, the multi-dimensionality of crises and conflicts, and their unpredictability (Iraq, Afghanistan). Today it is emphasised that such a commitment will form the basis of future international relations.

The hospitality industry is classified as the most fundamental tourism service. As far as the dynamic development of the internet and its constantly growing number of its users are concerned, it seems natural for tourism managers and hoteliers to reach for this particular medium to present their offers and to sell them. Nowadays, the most significant issue for the entire hospitality industry is the broad scope of the global and international booking portals which are the contemporary distribution channels for tourism products and services worldwide. The aim of the following article is to assess the usability and functionality of four booking portals acclaimed on the Polish market (booking.com, hrs.com, hotels.com and hotel.info) with regard to the consumer’s (tourist’s) point of view and an evaluation of the suitability of this particular source of data for academic research through applying this method to hotels located in five Polish metropolises (Warsaw, Kraków, Łódź, Wrocław and Poznań).

This paper describes a proposal of evaluation of timetables using driving simulator. The main goal of evaluation is to state, if the riding times allow to drive in a safe and economical way. Construction of the timetables was based on preliminary simulations and Polish national rail infrastructure manager's regulations.

Głównym celem takiej oceny jest stwierdzenie, czy przewidziane czasy jazdy pozwalają prowadzić pociąg w bezpieczny i ekonomiczny sposób. Rozkład jazdy sporządzono na podstawie wstępnej symulacji i wytycznych polskiego zarządcy infrastruktury kolejowej.

Since 2018, Polish science has been in a state of change (reform), together with the evaluation of scientific disciplines which is the most important element of it. Its result depends on the scoring achievements assigned to the publication. That is why, the list of journals and scores assigned to them are so important . The list was introduced by the decision of the Minister of Science and Higher Education. Journals that received 20, 40, 70, 140 and 200 points were presented on this list. The „Materials and Reports of the Rzeszów Archaeological Centre”, published since 1961, have not been included in this catalogue. This means that the articles published in it can be scored only 5 points in the evaluation. This paper emphasizes the enormous achievements of this journal and presents its systematic transformation towards a high scientific and editorial level. It also argues with the criteria that were adopted in the evaluation of journals. Moreover, it strongly disputes with the statement that „Materials and Reports of the Rzeszów Archaeological Centre” is a regional journal, noting that it is no more regional publication than many others, with up to 70 points assigned. The presented considerations have a more general dimension. The attention has been paid to fundamental changes in Polish archaeology that have taken place in recent years. Therefore, against this background, the elimination of titles, whose mission is primarily to publish archaeological sources, from the set of scored journals is a very large institutional threat.

The following contribution is devoted to the status of applied research and development sector in Austrian Fachhochschulen.The emphasis is put on its legislation from the evaluation activities. Next, it is shown the integration of applied research and development into the research and development activities system, and also organizing various study programmes providers. Applied research and development is presented as an area that may benefit from both, the providers of learning programmes, and regional businesses.

The study focuses on the implementation of inquiry-based science education (IBSE) within the 7FP ESTABLISH project and its impact on pupils. The project included the creation of education units and realization of courses for teachers with the goal of educating teachers on IBSE. This was then followed by the implementation of IBSE education units into the teaching schedule of teachers who completed the respective courses. The impact of IBSE on pupils was evaluated using adopted and adjusted evaluation tools. The evaluation focused on the impacts on pupils’ intrinsic motivation for learning natural sciences, understanding the importance of natural sciences for society and pupils’ epis- temological beliefs. The study discusses the results obtained in Slovakia and focuses especially on gender differences.
