The article examines the application of AHP method using the example of energy strategy problem. By presenting possibilities of AHP method it will be proven that public administration’s decision-makers can use various management methods to improve the effectiveness of their decisions.

It is very difficult to define public administration. The author agrees with the opinions according to which it is more accurate to describe public administration than to define it. Public administration and public power are correlates, their existence is mutually dependent. Public power is the basis of public administration, and public administration is one of the forms by which public power is exercised. At the same time, with its organizational and technical activities, it partly participates in the creation of public power (e.g. in the case of parliamentary, presidential, regional and local elections). Attention is paid to the material and formal understanding of public administration, bearers and executors of public administration, superior (intervening) and non-superior (caring) public administration. The shape of public administrations in individual countries is influenced by significant efforts to improve the quality of public administrations. The most influential reform concepts in recent times are probably New Public Management, Neo-Weberian State, New Governance and Hybrid Governance. Despite the various shapes of public administration, the Principles of Good Public Administration, the European Principles of Public Administration, the European Code of Good Administrative Practice can be considered as a basic element of public administration. Public administration has a significantly high number of forms, which will change depending on objective and subjective conditions. The common denominator of current and future public administrations is (or should be) „a matter of course“ that „public administration is a service to the public“ [Art. 4 (1) of the Czech Administrative Proceedings].

The article presents an analysis of the performance of regional governments - the institutions representing the self-governing regions in the Czech Republic. The authors try to answer the question of whether regional governments function similarly or whether they vary in terms of performance, and if they do vary, how structured and how large are these differences. After a review of the position occupied by the regions in the Czech public administration system, and after assessing the ways in which regional government performance can be understood and measured and the accessibility of necessary data, indicators are proposed and used to create an aggregate index of regional government performance. An analysis based on these indicators shows that there are considerable differences between regional governments in terms of the structure and the level of their performance. Based on the performance index it was possible to distinguish regions with above-average, average, and below-average regional government performance. The territorial distribution of these groups and some other factors confirm the validity of these measurements.

Requirements imposed on public administration make it necessary to use more perfect tools to assure its efficient functioning. The methodology of measuring the quality and efficiency in the local government administration is a creative synthesis of theory of the economy, administration and the phraseology as well. It is necessary to define a lot of aspects connected with the aims of public administration and to introduce variables which can be used in empirical investigations at offices of the local government administration. This article deals with the ways of measuring organizational effectiveness of the local departments and with the measurement of the quality of the public services concerning requirements of the quality management system. The possibility of using methods of measuring the efficiency of allocation of resources, scale efficiency and technical effectiveness was shown. The efficiency and quality of the local departments was compared. Presented methods of the measurement make it possible to check the results how the local government administration functions, however they may also be implemented in the central level of administration

The paper deals with changes and modifications of the regional territorial administration in 1938 - 1940 in Slovakia, on the example of the Dobšiná district. Changes in public administration began to occur in Slovakia in connection with territorial changes that resulted from forced agreements and pressure on the Czechoslovak Republic at the end of 1938. Germany, Hungary and Poland initially appropriated relatively large border areas of Czechoslovakia, which in public administration caused reasonably significant problems that led to the temporary regulation of public administration and in Slovakia, finally after the disintegration of Czechoslovakia led to the reform of public administration. The Dobšiná district was one of the results of territorial changes, as the southern part of the former Rožňava district was occupied by neighbouring Hungary.

As long as corruption is related to persons that head public administration and politicians who take the most important decisions, it may become yet a bigger social and economic threat. Significant impact of these people on corruption spreading has become the centre of attention of numerous international organisations which, since mid-2000, have been using a common term to denote them, namely 'politically exposed persons', or PEP. The article presents the scope of the definition of PEP and increased financial security measures used in relation to them in the Polish law, as well as the main aspects of corruption activities of such persons and ways of money laundering that they use.

Satisfaction of a customer or client, whether that of a commercial organization or a public administration unit, is nowadays regarded to be a priority. Hence the need to measure customer satisfaction, and perform the measurement in a way which yields accurate result. This can be accomplished by using reliable and valid measurement instruments. In the article the authors presented the process of validation of the proposed scale for measuring the service satisfaction level of 'client' of the public administration unit. The empirical part of the article is preceded by an overview of the theory underlying the concepts of satisfaction and its measurement, customer service quality, as well as validity and reliability of a scale. As a result, the satisfaction measurement scale is presented which satisfies the requirements of validity and reliability.

The article attempts to identify the most significant areas of conflict in the crucial period of transition of the Lithuanian economy. The author focuses on the conflicts of interests within the administrative field, ignoring those characteristic for the spheres of politics, business or culture. However, he stresses that it is often difficult to precisely distinguish between types of conflicts as the boundaries dividing the particular spheres are vague and overlapping. Importantly, the author points out that the sources of conflict can be found not only among civil servants and public sector staff members, but also among a wide group of stakeholders of public organisations. From the analysis offered in the paper it can be concluded that despite numerous regulatory efforts undertaken by the Lithuanian authorities, corruption indicators and public opinion polls regarding the functioning of state institutions demonstrate that the problem of conflicts of interests is still unresolved. Among the dire consequences of this situation are lack of trust in the government, loss of sense of justice, submission to the rules dictated by more adroit players. This shows that there is a need for further endeavours to eliminate the sources of conflicts of interests.

The paper is aimed at presenting main contemporary trends in changing management and the extent of their realization in the practice of Polish public administration. First, an attempt was made to systematize changes in public management (PM) reflected in PM models. The conducted analysis allowed to distinguish a new model, namely the model of innovative public management. It is characterised by high multi-faceted and multilevel capability to solve problems related to management of public affairs. Next, considering basic regularities of contingency approach in management and in implementing organisational changes, and also the necessity of observance of the efficiency principle, it was assumed that innovative management was most useful to the Polish public administration. However, according to quoted empirical research, its implementation is possible in the future because of limited and uneven utilization of the assumptions of this model in practice.

The article provides a view on the position of national energy regulatory authorities in Slovakia and Czech Republic. Especially, this article deals legal relationship between national energy regulatory authorities and executive power as it is defined in relevant legal acts of the European Union. Also, this article analyses aspects of privatization in the energy sector which we had an opportunity to see in the last period and which has been influencing the position of national energy regulatory authorities. Based on, significant aspects of national energy regulatory authorities the author of this article tried to propose some legislation changes to strengthen the position of national energy regulatory authorities in a public administration system.

Local government is a very important element of the public administration. In every country of European Union there is the local government which has very long tradition in most countries. Because there is no universal model of the local government, the authors of the article tried to make a comparative analysis of models of European government in countries, which are characteristic for some basic types of the local administration. In the content there have been discussed the most important government questions in Great Britain, Sweden and Germany, showing basic forms of the local authority, which in effect gives a picture of solutions used in European countries. Despite the fact that the article doesn't show every aspect of these wide and complicated problems, it should be helpful to look at the situation of the local government which occurs in every European country.

This article deals with the economic budget of local governments units. This paper includes the study of local government units in the Podkarpacie region and the main subject of the article are evolution directions of income policy and government spending in 'gminas' (communes). The analysis of local government finance between the years 1999-2008 emphasizes the changes in the priorities of public spending. Reorientation are not only trends, also the nature of realizing budgetary economy. As a result, it seems a reasonable approach to the revision of these changes.and analysis of their substrate. Not without significance is the impact of legislative amendments to change the financial management local government units. The article outlines the above subjects and the nature of its deliberations in a way that reflects the theme of comprehensive changes taking place in local government finance.

The concept of performance budgeting is applied in the public sector of the most OECD countries, while nearly half of the OECD member states has been using this concept for more than fifteen years. Since 2009, Slovakia employs this concept in the management of local governments through the mechanism of program budgeting. The program budgeting has been introduced within the scope of public finance management reform as a tool to increase transparency and efficiency of use of public funds. The study presents information on the program budgets of the twenty largest cities in Slovakia with a total of 278 budget programs and evaluates the relationship between the structure of the program budget and the ability of municipal government to reliably predict the expected amount of budgeted expenditures. Analysis suggest a statistically significant relationship between the size of the budget variance and quantitative-qualitative parameters of program budget such as level of budget details, proportionality of budget line items, and the use of measurable indicators.

W 2010 roku rozdzielono w Polsce funkcję Prokuratora Generalnego i Ministra Sprawiedliwości, co stało się impulsem do modernizacji zarządzania zasobami ludzkimi zarówno w administracji sądowej, jak i administracji prokuratury. Celem artykułu jest wskazanie specyfiki zarządzania pracownikami administracyjnymi sądownictwa i prokuratury oraz przyczyn, dla których konieczne jest opracowanie rozwiązań uwzględniających specyfikę tych organizacji. Artykuł zawiera syntetyczne omówienie organizacji sądownictwa i prokuratury, krótkie omówienie wniosków z przeprowadzonych analiz obowiązującego prawa, wnioski z przeprowadzonych badań obejmujących blisko 350 sądów oraz 185 prokuratur.

The functions of Public Prosecutor General and Minister of Justice in Poland were separated in 2010. This set the stage for the modernization of human resource management in both the judicial and prosecution administrations. This article aims at identifying the specific management challenges of judicial and prosecution administrative employees and indicates the reasons for which it is necessary to develop different HRM solutions pursuant to the specific needs of the two organizations. The article contains a synthetic discussion of the organization of both the courts and the prosecutor's office, a brief overview of conclusions drawn from an analysis of existing law, and study conclusions involving nearly 350 courts and 185 prosecutor offices.

Recently the Committee for State Reform has earmarked also the system of the so-called background institutions maintained by ministries, taking tasks over from them or doing tasks commissioned by ministries during the course of the transformation of the set of governmental organisations. The paper attempts to outline and typify those organisations. It states that the problems attributed to the background institutions are mostly related to the structural traits of our political system, and partly to the specificities of the bureaucratic operation of the central organisations of public administration maintaining them. Presumably the planned management reforms would not be able to eliminate them either. It is the institutes engaged in research that are the most endangered among the background institutions, though they could perform several tasks that are needed, such as the impact study of legal norms.

The process of selecting managers for state-owned enterprises in an period of systemic, economic, and social change, especially in the context of high unemployment in Poland, stirs several concerns as well as doubts on the part of the public, which notes numerous irregularities occurring at the tangent point of public administration and the economy. This is also confirmed by the observations and notes the paper's author who utilizes information derived from many years of experience in public (voivodeship level) administration, where she worked over the 1993-2008 period. The objective of this paper is a diagnosis of the process of managerial staff selection to state-owned enterprises as well as the development of answers to questions as to their regularity with respect to legal regulations, principles defined by the science of human resource management, and the principles of the Civil Service Ethics Code.

Potwierdzają to również obserwacje i spostrzeżenia autorki artykułu, która czerpie informacje zaprezentowane w opracowaniu z wieloletniego doświadczenia w administracji publicznej (wojewódzkiej), gdzie pracowała w latach 1993-2008. Celem opracowania jest zdiagnozowanie procesów doboru kadry kierowniczej do przedsiębiorstw państwowych oraz udzielenie odpowiedzi na pytanie, czy przebiegają one zgodnie z uregulowaniami prawnymi, zasadami określonymi w nauce o zarządzaniu zasobami ludzkimi, a także zasadami Kodeksu Etyki Służby Cywilnej.
