The entrepreneurship development should be the basic direction of the progress of rural areas. The economic subjects operating in rural areas fulfill essential functions, they guarantee the additional income for the rural population, create the new places of work and reduce unemployment, activate the local population and contribute to the improvement of the life conditions. The development of the non-agricultural activities is of great importance for the population living in rural areas, and especially for those looking for additional earnings because of low farming income.The research concerning the entrepreneurship development among the rural firms' owners and local authorities' representatives were carried out in rural areas of the chosen communes of Lower Silesia. They allowed to identity the barriers and limitations of the entrepreneurship on the commune level and to evaluate the role of local authorities in the entrepreneurship fostering. The impact of entrepreneurship on the development of rural areas was assessed as well.

The phenomenon and the notion of social capital are not new, but they are being approached and discussed in the context of new concepts of sustainable development of rural areas. The authoressess present the main conclusions and observations from an international Summer Academy devoted to the issue of social capital of rural areas that was organized in Finland . For more information about the organizer of workshops, about its forms and methodology see the previous abstract of the same authoresses' article.They also present, using the examples of Finish villages, the process and effects of the strengthening of the social capital of rural communities.

Poland is now a member of the European Union. Within the adopted Programme for the Development of Rural Areas in 2004-2006 a number of the actions will be launched to support the Polish agriculture. Ireland joined the EEC in 1973. Since that year its agriculture and rural areas have undergone serious transformation and Ireland has become one of the Community's richest countries. However, there still exist differences in the level of development of individual sectors of the Irish economy. It can be stated that the economic growth and growth in incomes have been reflected weakly in the situation of the rural areas of Ireland. Thus, the country's agriculture and rural areas constitute even now an important element of assistance programmes. The Irish Programme for the Development of Rural Areas in 2000-2006, which covers structural pensions, LFA payments, afforestation and agri-environment programmes, was put to a mid-term assessment in 2003. The results of the conducted analysis show that the individual components of the Programme contribute in a different measure to the implementation of the adopted goals and that they do not arouse equally great interest among the potential beneficiaries. Suggestions stemming from Ireland's experience may be interesting in the context of implementation of Poland's own rural development programme for the next few years.

Activity of economic entities is a very important element of rural areas development. It contributes to increase in income as well as to improvement of living conditions of the rural population. Development of entrepreneurial initiatives requires the existence of institutions that would provide services to business, carry out activities related to business consultancy, help gain capital and participate in enterprises' financing. In rural areas this function can be assigned to cooperative banks, which are the basic financial institutions. This paper presents the aspects of a cooperative bank's cooperation with enterprises operating in rural areas. The paper has been prepared basing on a survey conducted in 15 communes of the Lubelskie voivodeship within a research project supported by the State Committee for Scientific Research (KBN). The analysis concerns the period 1999-2003.

Activities connected with the development of rural areas are conducted both within the so-called Second pillar of the European Union's Common Agricultural Policy (CAP) and within programmes financed from the cohesion policy fund. The question of selection of the method of implementation of the rural development policy becomes particularly important in the present situation of discussions on changes in CAP. These discussions are stimulated both by internal factors (revision of the EU budget and CAP's health check) and external factors (WTO negotiations and changes on the global food market). All these factors have been thoroughly analysed in this article. The resulting conclusion is that the revision of the EU budget, which relates both to CAP and to the cohesion policy, may prove to be the most important catalyst of changes in the manner of implementation of the rural development policy. The article describes the key dilemmas connected with the selection of methods for the introduction of solutions linked to the policy of rural development. The author of the article claims that because of the low mobility of production factors in Poland it could prove advantageous to shift much of the burden of implementation of the rural development policy onto the cohesion policy. He also presents arguments to prove that an increase in the EU funds allocated to rural development via the cohesion policy, introduced at the expense of means flowing into the rural areas via the Second pillar of CAP may reduce the risk of a decrease in the transfer of EU funds to Poland's rural areas after 2013. The author of the article also proposes an institutional mechanism for the implementation of rural development policy that would be less dependent on CAP's Second pillar.
