Mający miejsce rozwój technik informacyjnych oraz zmienność otoczenia wymuszają na or-ganizacjach, aby tworzyły systemy informacyjno-komunikacyjne. Infrastruktura ICT taka jak proste sieci komputerowe i dostęp do Internetu stają się artykułem codziennego użytku dla większości organizacji. Celem artykułu było wskazanie znaczenia edukacji dotyczącej wykorzystania systemów ICT w dzisiejszej gospodarce, jak również wskazanie, w których obszarach należy podejmować działania na rzecz edukacji. Badania przeprowadzono w gminie Zabierzów i dały one odpowiedź na pytanie, czy w badanej gminie jest świadomość występowania IT, czy są tworzone systemy ICT, jak również, czy realizowany jest cel kierunkowy strategii państwa doty-czący informatyzacji i tworzenia społeczeństwa informacyjnego. Do badań wykorzystano kwe-stionariusz oraz wywiad. Na podstawie przeprowadzonych badań sformułowane zostały wnioski oraz rekomendacje dla analizowanej gminy.

The development taking place of information technologies and the changeability are forcing environments organizations to create systems of information&communications. ICT infrastructure so as straight lines computer networks and the access to the Internet are becoming everyday articles for the majority of the organization. Indicating the importance of education of ICT concerning using systems in the today's economy was a purpose of the article, as well as the reading, which areas one should take the action in favour of the education in. They conducted research in the commune Zabierzów and they gave the answer to a question whether there is an awareness of IT appearing in the explored commune, whether there are created ICT systems, as well as whether the guiding aim of the strategy of the state concerning the computerization and creating the information society is being accomplished. A questionnaire and an interview were used for examinations. Based on conducted examinations conclusions and recommendations were formulated for the analysed commune.

In the age of information and knowledge, development and progress in many areas depends on the ability to combine best innovative practices with theoretical ideas. This is particularly visible in organization management. A commune is an organization with a specific objective; commune management is a difficult and very complex task. Recent developments of information technologies and environmental changeability force organizations to implement innovation. It is worth remembering here that innovations should be regarded with respect to three areas: product, technology and management. The aim of the article is to present the importance of innovative and operational processes in organization development, including urban and rural communes. It characterizes product innovations that could be implemented by a commune; particular attention has been drawn to technological innovations (including the creation of ICT systems). Another research area focuses on innovative management (changing management styles, reformulating procedures, mindset change). Research has been conducted in the commune of Michałowice. The final part points out conclusions and recommendations for commune authorities with regards to innovative and operational processes.

The article identifies and analyses the reasons crisis befalls enterprises, and their influence on enterprise survival and growth. Analyses were performed based on small and micro- enterprises, both important components of an economy. The investigations were performed for three firms and were done in two stages. The small businesses surveyed may be found in the first two phases of L. E. Greiner’s model. Emerging crises are overcome by delegating power and cooperating. In the second stage of the research, the owners answered a questionnaire concerning the cause of crisis and its influence on enterprise growth.

W artykule wyjaśniono istotę i determinanty konkurencyjności w rozwoju małych i średnich przedsiębiorstw. Podkreślono znaczenie zmian dynamizujących rozwój gospodarczy oparty na planie działań określonym w strategii lizbońskiej. Zwrócono uwagę na tworzenie warunków instytucjonalno-prawnych i finansowych, które wpływają na zwiększenie potencjału konkurencyjności małych i średnich firm w Polsce. Szczególnie skoncentrowano się na analizie wzrostu konkurencyjności firm przez realizację projektów. Badania zostały przeprowadzone w 30 małych i średnich firmach. W pierwszym etapie dokonano identyfikacji rodzajów projektów realizowanych w przedsiębiorstwach. W drugim etapie, na podstawie opracowanego arkusza oceny konkurencyjności projektów, przeprowadzono analizę korzyści w obszarze strategicznym, finansowym i społecznym wynikających z realizowanych przez firmy projektów. Projekty jako przedsięwzięcia unikatowe przyczyniają się do rozwoju małych i średnich firm oraz utrzymania ich pozycji konkurencyjnej.

The article explains the essence and determinants of competitiveness in the development of small and medium enterprises. It emphasises the importance of changes which accelerate economic growth based on the plan of action laid out in the Lisbon Strategy. It focuses on creating the legal-institutional and finance circumstances influencing the competitiveness potential of small and medium enterprises in Poland. Particular attention is devoted to how project realisation strengthens the competitive position of small and medium enterprises. Research was carried out at 30 small and medium enterprises. The first stage identified the types of projects realised. Based on a defined scoreboard of project competitiveness, the second analysed advantages gained in the fields of strategy, finance and social life thanks to projects realised by firms. The projects, as unique measures, contribute to the growth of small and medium firms and help them maintain their competitive position.
