This paper presents the problems facing employers in attracting employees with competencies that are desirable in the IT sector. Evidence has been found that the size of the company and its image as an employer play a fundamental role in attracting and maintaining employees. An effort was also made to identify possibilities for the effective growth in recruitment in small- and medium-sized IT companies.

Communicative competence of pedagogues/teachers/tutors determines the ways of building relations with their charges. Appropriate atmosphere of cooperation being the result of exhibiting certain interpersonal skills, including the communicative determines the possibility to support the development of people in care. Lacks within this scope pose major threat to the intellectual and emotional growth of children and youth, in extreme cases leading to enslavement. The communicative character of pedagogue's work involves specific consequences for the mode of student training for this profession. Training which, regardless of the general concept adopted, always remains a process. Its effects depend on the mutual activities of students and academic teachers as well as a number of determinants. On the part of the students, one of the most significant ones is the internal image of the world (the results of their personal experiences) that young people begin their studies with. If disturbed, it hinders 'becoming' a pedagogue preventing them from maturing to this role and their own self-creation. Making experience a point of departure, the author attempts to present the complexity of the processes of adaptation to the role of a pedagogue. She draws attention to the significance of interpersonal relations with the family for the role of a student and dealing with going through the crisis of adolescence and early adulthood falling exactly on the period of studies. Undertaking them, the students are exactly at that moment of their lives the ones who need to cope with a wide range of their early, late childhood and youthful experiences not only for them, but also for others, if - in their later pedagogical work - they want to consciously support the development of their charges. Paraphrasing Ghandi's words, one can say that aspiring to change the world and others, they need to become a change themselves. They know nothing about it on the threshold of their studies.

Human resource management is one of the determinants of survival of the contemporary organization. It is for this reason that a look into how it is possible to provide support for the implementation of basic processes in this area applying available information systems is worth considering. This paper identifies primary functions within the framework of four HRM processes - personnel attracting and development, personnel administration services, managing people, and knowledge management. These functions delineate the scope of necessary support, which is the reference point for an overview of available systemic solutions.

The study concerns the self-presentational aspect of evaluating other people and their achievements as an example of 'nice or competent dilemma'. The participants evaluated computer graphics and their authors. They were told that it would be a test of their competence, intelligence (competence condition) or interpersonal attitudes, sensitivity and empathy (relation condition). Moreover, participants were motivated to make a positive impression or to avoid making a negative impression, and to do this in public as well as in private conditions (Between-group manipulations). As it was expected, the participants evaluated graphics and authors more negative in competence condition than in relational condition. In the relational condition, they were also more positive in public than in private, especially if they tried to avoid making a negative impression (to be seen as a cruel, rude person). The choice between two positive (nice or competent) and two negative (unfriendly or incompetent) impressions was considered in situation when the 'aim' of research was unclear for the participants. In these circumstances they showed themselves to be critical evaluators (as in the competence condition) but the effect was modified by positive/negative impression factor and public/private factor.

The president of the republic is not only the authority of executive power, whose competence is executive completely. As the head of the state he intervenes in the legislative power, where he has significant rights. The most important right is the right of veto, which is by the Constitution regulated as a suspensive, but toward the end of electoral term of the House of Deputies it usually becomes the absolute veto. There is a serious fault in the Contitution – the Constitution doesn’t solve the creation of acts, including constitutional acts, during serious threat to state, especially during the war. The example of president’s Beneš decrees proves that during the occupation of the state territory it is impossible to guarantee working Parlament as a great collective authority. The state continuity, including legislative and constitutional competence, is performed by the head of the state, although the Constitution doesn’t know such a competence.

The article discusses the processes of self-evaluation about intercultural communication competency of the individual. On the basis of gathered quantitative data, the author discusses a psychological level of understanding cultural difference and contextual influences in this regard. Three main perspectives were established when discussing intercultural communication competency of the individual. First, it is a social standard of multiculturalism. That perspective shows openness of individuals toward cultural plurality in the public life. Second is constructing community in the perspective of cultural plurality, and third is a sphere of skills needed for effective communication between individuals and groups when cultural difference is engaged.

A series of research on three beliefs on social world is summarized: a system legitimacy belief, the belief in injustice of social world and the belief that life is a zero-sum game. A Polish national sample was studied as well a number of smaller student samples. A great majority of Poles was found to believe that social world is generally unjust, and a sizeable majority was found not to believe in legitimacy of the current socio-political system. Experimental research suggests that Poles do not develop myths justifying the existing social order. Rather, they tend to produce myths delegitimizing this order: Persons who attain social status or material wealth are perceived as less moral (though more competent) than persons of low status or relatively poor. The belief in life as a zero-sum game (that successes are won at the expense of other people's failures) is discussed as a factor underlying delegitimization of the social world.

The article presents the issue of employee competence management in an enterprise. It discusses the nature and division of competences, characteristic examples of profiles of competences and a way to use them. The basic elements of the competence management system and the stages of its creation are also presented, as is how a well-defined and updated competence base can prove to be the central element of an organisation’s human resources management.

For efficient and independent functioning, a modern state should have proper human resources at its disposal - officials who can be entrusted with the professional performance of tasks. The tax administration is responsible for the collection of levies for the state treasury as well as for the ensuring of the state's financial security. It bears particular responsibility for creating conditions for development on the local, regional, and national level. It is for this reason that employees of the tax administration must perform their duties so as to facilitate nationwide tasks as defined in public law, which serve society and guarantee important state functions. Diagnosis of important elements of the personnel function involving the development of human resources in tax administration, the identification of dysfunction, and indications of possible solutions is the purpose of this article.

The present study looks at the non-native teacher of English as a foreign language at the tertiary level of education (university and college level) and his/her lexical competence. It seeks to demonstrate the connection between that competence and the form of instruction given to language students. The opening part of the paper discusses in general terms the nature of teacher's professionalism (competences) emphasizing both methodological competence (e.g. strategies of instruction and explanation) and linguistic competence (e.g. language awareness and use of metalanguage). In its research part, the study is a partial replication of a pilot project carried out by Zimmermann (2001), whose main aim was to evaluate awareness of lexical anomalies by native speakers (NS) acting as teachers of English as a second language at the tertiary level . The present study is based on a survey conducted among nonnative speakers of English (NNS) i.e. Polish EFL teachers at a college level. The survey consisted of a lexical acceptability judgment test and teachers' comments on lexical instruction. Also a personal data questionnaire was administered to the group of informants (teachers) to ensure the homogenous character of the group - first of all in terms of their learning history (type of teacher training received) and teaching history (levels, age groups and professional experience). The aim of the study was threefold: 1. - to evaluate lexical awareness of the EFL teachers; 2.- to comment on teachers' instructional and explanatory competence; 3. - to compare NS teachers (Zimmermann 2001) and NNS teachers in respect of language instruction. The conclusions of the study are to be implemented in courses of training of EFL teachers.

This text undertakes a discussion on how the requirements of standardized quality management systems (SQMS) determine the range and the manner of human resource management in organizations. Attention is paid to two basic matters. All requirements relating to human resource management in SQMS concern exclusively staff performing work that influences the meeting of requirements involving the product. The question of how the situation of the workers of such organizational units looks where direct influence on the meeting of product requirements is difficult to examine (e.g. accounting departments) may also be raised. Should they be subject to the same management practices or not?

Unlike financial and material factors of production, human capital can be enhanced through education and has virtually unlimited growth potential. Investments in human capital can contribute to increased efficiency of the banking sector. Banks should therefore ensure that their employees' knowledge and skills are systematically developed. Employees are an asset in which one needs to invest by providing opportunities for further training. Attention to the needs of personnel, combined with proper management of the human resources function, can help banks to build competitive advantage and to achieve their objectives.

The paper deals with issues of the competence of municipality as a key concept of the theory and practice of public administration. It can be assumed that the municipality is a kind of element between civil society and the state. This fact has, resp. should have an impact not only on the nature of territorial self-government and public administration, but also on the nature of the municipality’s competence. For this reason, the author prefers the divided competence of the municipality. He is of the opinion that the original (own) competence of the municipality should be the predominant segment of the competence of the municipality and the elements of non-sovereign administration should predominate in its activities. It presents some inspiring foreign suggestions, draws attention to the prevailing problems, as well as possible modifications in terms of determining the competence of the municipality. It draws attention to the consequences of the nationalization of local self-government. He criticizes the non-traditional way of defining the competence as a “liquid” competence of the municipality.

The article considers the categories of «creativity», «creation» (creative work), creative abilities and «competence» in the context of professional activity of a composer. The role of creativity in a composer’s work is analyzed. Competence-based approach in education is connected in the paper with the process of teaching creativity to future composers. Some technological highlights of teaching composers creativity on the basis of competence -based approach are viewed.

The article presents two case studies on competence management in selected firms in Małopolska. Both cases are organised along the same lines, with a general characterisation of the firm followed by an introductory diagnosis then a more detailed diagnosis of its competence management. Particular attention is given the methods used, which are described according to identification, assessment, use of competence assessments in determining salaries and the improving of employee competencies themselves. Both studies conclude with an elaboration of a consistent model of competence management.
