Abstrakty
The paper and analyses Systemskiftet, an attempt to reform of the Swedish welfare sector, by the conservative government of 1991-1994, that aimed to introduce market mechanisms into the sector, and to create a pluralistic welfare mix. The reform did not reach its designed objectives, and is discussed (long range consequences not withstanding) as a case of policy failure. The perspective chosen draws on a combination of population ecology and institutional economy approaches. The paper opens with a brief review of the Swedish model's historical development up to 1991, with a particular focus on the composition of the population of organizations that constitute(d) the sector. Dynamics of market reform, starting from a state of virtual public monopoly are briefly presented, as a combination of two policy strains: institutional (re)design, and population management/modification, respectively.
