The research reported concentrated on linkages between the high-tech enterprise & research institutions and the regional and local public authorities in the Mazowiecki region. As a results of the research the authors identified quasi-clusters in the optic and informatics branches. They showed also the clusters weaknesses end development possibilities. In accordance with the OECD methodology the authors analyzed four types of knowledge flows in these clusters: interactions between high-tech enterprises and the other elements of regional innovation systems, diffusion of knowledge and personnel mobility
