Abstrakty
An approach to evaluating the innovation potential of socio-economic environment through estimating the integral index of the innovation potential, based on data from the State Statistics Committee of Ukraine, is offered, with detailed consideration to related theories and methods, including the concepts of human capital, scientific knowledge, scientists-interpreters of scientific knowledge, and models of economic growth contributed by human capital, etc. The statistical indicators selected for estimating the integral index cover: human capital of the innovation development (K); investment support to research (F); and the innovation activities performance (R), consisting of the potential for intangible technologies generation (B) and production performance of the innovative activities (D). The validity of indicators selected for estimating the integral index of the innovation potential is proved by the method of structural and factor analysis. Links between the selected indicators and structuring of these indicators are analyzed by use of a matrix model elaborated by the author, in order to identify their weight in the hierarchical system to be used to estimate the integral index. The indicators are used for estimating the integral index with accounting for their coefficient of hierarchy. The offered approach is tested on Ukrainian regions, which allows for classifying regional economies of Ukraine by their innovation attractiveness level.
