The activity of Independent Public Health Care Units should be viewed from two perspectives. The first one is external and it shows low subsidies financing health care and big expenses including huge costs of debts. But there is also another inner perspective concerning the effective use of resources. The article shows the chances of increasing effectiveness through controlling.
