Road transport is one of the most dangerous modes of transport, as evidenced by data from the World Health Organization (WHO), which reports 1.19 million fatalities annually. Consequently, research into improving road safety is gaining importance. One of the solutions aimed at enhancing road safety is constituted by intelligent transport systems (ITS), which deploy advanced technologies for monitoring and optimizing traffic flow. The implementation of ITS is supported by the European Commission and is underway in several cities. One of the most advanced ITS systems in Poland is operating in Łódź. Therefore, the goal of this article is to present the intelligent transport system implemented in Łódź and its impact on road safety.
EN
The aim of this article is to present the operation of the Intelligent Transport System (ITS) in Łódź and to analyse its potential impact on changes in objective road traffic safety in urban transport. Data from the years 2007–2023 concerning the number of road accidents, fatalities, and injuries were examined. The research findings indicate a significant decrease in traffic incidents following the implementation of the ITS: the annual average number of accidents has decreased from 1784.67 to 1225.62 (t = 4.07; p = 0.0039), fatalities declined from 38.00 to 18.50 (t = 5.24; p = 0.0003), and the number of injured persons was reduced from 2186.89 to 1464.25 (t = 3.95; p = 0.0044), with very large effect sizes (Cohen’s d > 2.0). Although a downward trend was also observed at the national level, the changes in Łódź were more pronounced and stable. This may suggest a beneficial effect of the ITS as a contributing factor supporting the improvement of objective traffic safety.

With the conclusion of World War I, subject to conditions of a newly formed Polish State, Łódź was a large, second as to size, city. However, it had to face shortages in infrastructure as well as economic and social problems stemming from wartime damage to its industry. Over the initial years of the twenty–year interwar period the city had at its disposal a staff of construction engineers that was small and insufficient. It was supplemented over successive years by architects educated at foreign universities. The subject of the paper is the description of the development of the Łódź architectural community during the twenty interwar years and the impact of the Faculty of Architecture of the Warsaw University of Technology on the professional community of the city and its architectural landscape. The architecture of Łódź of the discussed period has been the subject of research and publications. However, the sheer magnitude of Łódź’s archival resources means they continue to be unexplored and undescribed. The work is the outcome of conducted bibliographic research and archival queries relating to the biographies of selected architects and their creativity. The subject of research was current literature on the topic, press from the discussed period, and archival documentation accumulated by local government and state institutions as well as in the private family collections of the discussed designers. It is the process of transformation of the Łódź architectural community, the impact of a young generation of designers on institutional structures and the architectural landscape of the city that are subject to analysis. Special attention was devoted to conflicts of generational and worldview character, the influence of external conceptual models on local design practices, and the importance of architectural competitions. What is presented is the dynamics of the development of the architectural community and the process of the coming onto the professional stage of a group of designers whose education took place in the reality of an independent Polish state. The article makes an effort to order information regarding the architectural community whose members, in spite of no spectacular nationwide careers, had an impact on the picture of the city and its architectural identity.

The European Union sees its cities as potential frontrunners in the transition to the Circular Economy (CE), which is a tool to achieve targets set in the European Green Deal (EDG). The various Circular City Visions (CCV) published in different EU regions are based on the CE definition. However, more investigation needs to be done to discover how the differences in culture, politics, spatial management, and economy between Member States affect CE implementation strategies for cities, as well as the common understanding and definition of CE and CCV. Moreover, the CCV is a rather new topic among scholars, and the plurality of CE definitions creates the risk of blurring the concept. This article aims to verify the consistency of definitions used in different policies – especially in EU Member States, with a particular focus on the multi-speed Europe concept. To verify the differences and similarities between the policies on which the spatial policies of the EU Member States are based, a two-stage research was carried out. The case studies were selected among the EU cities. A representative from the Netherlands – Amsterdam – was selected for the so-called "Inner Six" of the EU. On the other hand, Łódź, Poland, was chosen as a representative of the Visegrad Group countries (V4).

Modernist multi-family housing estates provide homes for approximately eight million people in Poland. In Łódź, almost half of the population lives in housing estates. These complexes, built on a massive scale from the 1960s until the political transformation in 1989, will continue to play a significant role in the city’s spatial structure for decades to come. This article focuses on Retkinia, the largest housing estate in Łódź. Developed from the early 1970s, its fundamental shape was formed by the late 1980s and early 1990s. The article presents the evolution of the estate’s spatial form, from the bold visions of the architects who designed vibrant commercial-service centres, individualized public spaces, green recreational areas with rich facilities, and experimental buildings, to the much poorer implementation of those plans – resulting in a spatial layout lacking many es-sential elements, later supplemented and adjusted to current needs, yet still “unfinished”. The research is based on archival queries, analysis, and the assessment of the estate’s space (mutual relations of buildings, public spaces and their equipment, transport layout), as well as studies of the relevant literature. The results indicate that the existing spatial layout offers many possibilities for transformations in the context of the current residents’ needs and contemporary challenges.

XX w. do czasu transformacji ustrojowej w 1989 r., będą jeszcze przez długie dekady odgrywały ogromną rolę w strukturze przestrzennej miasta. Przedmiotem artykułu jest Retkinia – największe łódzkie osiedle. Realizowane od początku lat 70. XX w. zasadniczy kształt uzyskało na przełomie lat 80. i 90. XX w.

The article analyzes the technical condition of historic boiler and turbine buildings located on the site of the former “Polmerino” worsted spinning mill complex. These buildings are included in the municipal register of monuments of the city of Lodz, and are currently located on the territory of a new residential area. The primary purpose of assessing these facilities was to analyze the technical feasibility and economic viability of revitalization and reconstruction. The technical condition of the load-bearing structure of the boiler and turbine buildings (structurally connected to each other) was determined to be in an emergency state – there was an imminent threat of a structural disaster. These facilities should have been demolished, and until the demolition of the buildings was carried out, a safety zone should have been demarcated and fenced off, preventing outsiders from being in the area. The immediate cause of damage to the elements of the load-bearing structure, threatening the safety of the structure, was the degradation of the masonry due to the impact of rainwater and groundwater. In addition, it was also found that demolition and reconstruction from acquired material was not possible.

W artykule przeanalizowano stan techniczny zabytkowych budynków kotłowni i turbin, zlokalizowanych na terenie byłego kompleksu przędzalni czesankowej „Polmerino”. Obiekty te zostały wpisane do gminnej ewidencji zabytków Łodzi. Obiekty te powinny zostać rozebrane, a do czasu wykonania rozbiórki należało wyznaczyć i wygrodzić strefę bezpieczeństwa, uniemożliwiającą przebywanie osób postronnych w tym obszarze.

Ponadto czytelny, funkcjonalny i wygodny układ urbanistyczny świadczy o jakości całego osiedla mieszkaniowego.

The article presents the urban structures of selected housing estates in Łódź from the years 1950-1990 in the context of research conducted on methods of shaping space. It is also an attempt to take part in the discussion about the quality of housing estates built during the existence of the Polish People's Republic. A comparative method was adopted, comparing the characteristic features of the urban structure of four selected housing estates, such as: area, built area, development intensity index, number of inhabitants, number of floors, urban composition, location of retail and structural technology of the residential buildings. Each of them represents particular decades of the described period. The research was carried out on the basis of the analysis of source texts, historical aerial photos, orthophotomaps, original spatial development projects and empirical observations in housing estates. The study illustrates the process of the initial abandonment from the form of a traditional city quarter with retail premises located on the ground floor, only to return to it at the end of the research period, but in a modernized and more economical layout. The examples of the Bałuty I and Radogoszcz-Wschód housing estates prove that, despite a 30-year difference, the urban composition based on city quarters remains the most city-forming system of development in an urbanized environment. Moreover, a clear, functional and comfortable urban layout proves the quality of the entire housing estate.

Badania prowadzą do wskazania podstawowych problemów i rozwiązań występujących w historycznych obiektach żelbetowych.

The goal of the study is to show how the restrictions on commercial businesses affected travel behaviour among residents of a large city in Central Europe (here: Lodz, Poland). To achieve this objective, a survey was conducted in autumn 2021 on a cohort of over 6,000 Lodz residents aged 13+ using the mixed-mode CATI (Computer Assisted Telephone Interviewing) and CAWI (Computer Assisted Web Interviewing) techniques. The research sample size reflected the population demographics was representative. The results were utilised to identify particular groups of residents with specific transport and consumer behaviour using the clustering method. Five clusters were determined in which a correlation between the respondents’ traits (i.e., age and occupation) and transport and consumer behaviour could be discerned. Since both the oldest and the youngest respondents display low mobility (especially on Sundays), the Sunday retail restrictions have had little impact on the way they organise their time. People of working age (30-44 and 45-64 years old) exhibit different patterns, however. Being the most mobile population group, they declare that the restrictions have had a negative impact on their time management.

Natural heritage and cultural heritage co-create the cultural landscape becoming the basis of the local and supra-local identity. Therefore protection and at the same time shaping both of these resources is the task of currently living generations. It is possible, and even very appropriate, to take integrated action, in which both natural and cultural heritage will be protected and shaped together. At the same time, it is important to take into account the specificity of both of these resources and parallel development of system solutions and individual ones. The Green Ring of Tradition and Culture is a design proposal for producing the system of attractive spaces surrounding the city centre of Łódź, in which green areas, e.g. parks, allotment gardens, have also been taken into account as well as greenery along the Łódka and Jasień rivers, cemeteries and post-industrial buildings: factories, palaces and factory owners' villas and palaces or other culturally significant architectural works which are an important part of the history of Łódź. A special place of this layout is occupied by Piotrkowska Street together with the buildings adjacent to it, which was defined as an element that cuts transversely and connects (fastens) the entire layout. Lodz Ring is therefore a design creation that uses the existing, significant potential of Łódź for creating an attractive system of public spaces and thus extracting and preserving the most valuable elements of its cultural heritage and nature.

The city of Lodz (Łódź), despite its medieval origins (1423), is a young city. It was established as an important industrial center in the 19th century. In the 20th century it was the second largest city in Poland. The unusual and unique in Poland, "American" plan of the city (one main street and districts developing around the factories) resulted in a lack of city squares and a small amount of public space. Since the beginning of the 20th century, Lodz has been trying to create common spaces. Unfortunately, after the systemic transformation of 1989 and in connection with the economic crisis of the 1990s, they underwent far-reaching degradation. Nowadays they are undergoing a revitalization process. There are many competitions and projects concerning both the rehabilitation of existing city squares and the creation of new ones. However, the term "city square" has largely lost its original, traditional meaning and the name "square" now covers a variety of open spaces - pedestrian streets, courtyards. We propose to pay attention to a few selected, diverse examples of municipal and private investments like squares, streets, parks. Despite the positive reception of the changes made and the "renewal" of the city the process is criticized by many specialists and considered controversial. The presentation is an attempt to analyze these solutions in terms of urban planning, city landscape and ecology. And also whether such solutions can be considered modern and adequate to the requirements of planning in the 21st century.

Modern municipal waste management should be in line with the circular economy (CE) assumptions - an economic model based on refuse, rethink, reduce, reuse, repair, refurbish, remanufacture, repurpose, recycle and recover. The implementation of CE principles is a challenge for every city. The city of Łódź served as an example of considerations in this regard, where there is still room for taking actions within the circular economy, which will also allow for improving the municipal waste management system. In the years 2015-2020, a significant increase in the municipal waste accumulation index was observed - both in the city of Łódź and in the entire Loth Voivodeship. One of the most difficult challenges seems to be the functioning of an effective selective municipal waste collection system. Nearly 60% of all municipal waste collected in Łódź is mixed (residual) waste, although the share of selectively collected waste is increasing. It also seems difficult to achieve the required level of preparation for the reuse and recycling of municipal waste, but it is a problem for the whole country.

Revitalization and adaptation works in post-industrial buildings require advanced research and analysis at the pre-design stage in order to properly assess the state of preservation and the possibility of exposing the main assets of the monument. The aim of the article is to examine, on the example of the Zenit office center located in Łódź at 82/84 Sienkiewicza Street, the process of design and implementation works consisting in the reconstruction and superstructure of the building. The article uses the case study method, in situ research and empirical research. Revitalization and adaptation activities carried out are quoted, pointing to the main design decisions. The obtained results allowed to draw conclusions that the timelessness of revitalization processes is determined by the preservation of the originality of the structure, the nobility of materials and architectural solutions, as well as not succumbing to trends and the use of original, individually designed details.

The destruction of the original design of monuments as a result of transformations and changes in the utility program affected many objects. Subsequent renovation works may result in revealing traces of the historical fabric, so it is important that they are carried out in cooperation with conservation services. The aim of the article is to analyze reconstruction works on columns discovered in Ernst Leonhardt's villa in Łódź. The article uses the case study method, in situ research and empirical research. Conservation works were discussed, with particular attention paid to the use of old construction technologies and an analysis of how the discovery influenced the newly designed interior design. The obtained results allowed us to draw conclusions that the elements of a properly conducted conservation process in the case of previously undisclosed historic details include the selection of appropriate reconstruction methods, proper identification of old technologies and the structure of the object, and respect for the architectural heritage.

Tradycje teatralne Łodzi sięgają przełomu XIX/XX wieku. Dawna ulica Cegielniana, obecnie Jaracza, i część ulicy Więckowskiego były obszarem, przy którym w omawianym okresie znajdowały się aż cztery teatry. Poziom i repertuar łódzkich teatrów były zmienne i zróżnicowane, odzwierciedlające sytuację ekonomiczną i społeczną panującą w mieście.
