The article analyses the changes that have been taking place in the hard coal mining sector since 1990, i.e. since the departure from the economy in the central planning system and the transition to market economy. In the article the following periods are specified: the economic transformation and the high dynamics of changes in the mining sector that took place during this period (1990–2002), the process in the mining industry was closed by the mining reform carried out in 2003, the period of stabilisation that took place in the mining industry after the 2003 reform and the image of the mining industry after 2015.

W artykule zanalizowano zmiany zachodzące w górnictwie węgla kamiennego od 1990 roku, tj. od czasu odejścia od gospodarki w systemie centralnego planowania i przejścia do gospodarki rynkowej. W artykule wyszczególniono okresy: transformacji gospodarczej i wysoką dynamikę zmian w sektorze górnictwa, jakie w tym okresie zachodziły (lata 1990–2002), proces ten w górnictwie zamknęła reforma górnictwa przeprowadzona w 2003 roku, okres stabilizacji w górnictwie po reformie 2003 roku oraz obraz górnictwa po roku 2015.

W artykule przedstawiono zmiany, jakie zostały przeprowadzone w ramach restrukturyzacji zatrudnienia w polskim górnictwie węgla kamiennego. Przedstawiono obecne uwarunkowania i determinanty zarządzania zasobami ludzkimi w kopalniach węgla kamiennego w Polsce. Autor na podstawie swojego doświadczenia ze współpracy z przedsiębiorstwami górniczymi dokonał analizy przewidywanych zmian w działalności sektora węglowego w Polsce oraz wyzwań stojących przed zarządzaniem zasobami ludzkimi w kopalni węgla kamiennego.

In the paper the author presented changes which were undertaken in the range employment restructuring processes in Polish hard coal mining. The paper presents the current conditions and determinants of human resources management in collieries in Poland. Additionally on the basis of author’s experience and cooperation with coal companies the analysis was undertaken to determine anticipated changes in the activity of the hard coal sector in Poland and the challenges facing human resources management in a colliery.

Dotychczasowe programy restrukturyzacji górnictwa węgla kamiennego jako podstawowe cele stawiały sobie dostosowanie górnictwa do warunków gospodarki rynkowej i międzynarodowej konkurencji. Cele te górnictwo miało osiągnąć między innymi drastycznie zmniejszając zatrudnienie. Autor przedstawia przeprowadzone w tym obszarze zmiany, równocześnie pokazując pomoc udzieloną w tym czasie przez państwo.

The previous hard coal restructuring programmes aimed at the adjustment of the coal sector to the market economy and international competition conditions. These goals were to be achieved among others through severe workforce reduction. The author presents the changes that have been made in this field showing the state’s support to the sector.

Artykuł zawiera analizę zmian, jakie wystąpiły na rynku hutniczym (ujęcie makro i mikro). Analizą objęto następujące obszary rynku hutniczego: strukturę popytu, strukturę podaży, strukturę cen na stal i wyroby hutnicze, procesy konsolidacji w sektorze, politykę zatrudnienia i wydajności pracy. Zestawiono wyniki analizy stanu polskiego hutnictwa z hutnictwem europejskim i światowym. W artykule przytoczono także prognozy ekspertów dotyczące sektora hutniczego.

The paper contains an analysis of changes in the iron and steel industry (micro and macro analysis). In the study some market areas were presented: demand and supply for iron and steel products, their prices, consolidation process, employment and productivity policy. Informations about European and world steel industry were compared with the Polish market. Forecasts for this industry made by experts have been also presented.

Celem pracy jest analiza i ilościowa ocena zmian, jakie nastąpiły w polskim hutnictwie żelaza i stali w wyniku przeprowadzonych działań restrukturyzacyjnych oraz ich wpływu na obecny stan sektora stalowego i jego wizerunek na arenie międzynarodowej. Analizą objęto trzy obszary działań restrukturyzacyjnych związanych z restrukturyzacją techniczno-technologiczną, restrukturyzacją proekologiczną i restrukturyzacją zatrudnienia. Dokonano porównania stanu polskiego hutnictwa z hutnictwem europejskim i światowym. W pracy zaprezentowano również rozmiary pomocy publicznej udzielonej polskiemu hutnictwu oraz efekty tej pomocy. Badaniem objęte zostały lata 1992^2002.

The aim of the work was an analysis and evaluation of changes which took place in Polish iron and steel industry as a result of conducted restructuring activities as well as their influence on the current state of steel sector and its overall picture on the international arena. In the study three areas of restructuring activities were presented: technical-technological restructuring, employment restructuring and pro-ecological restructuring. Information about European and the world steel industry was used for comparative analysis. The amount of state aid granted to Polish iron and steel industry was also presented. The thesis concerns the process of restructuring the iron and steel industry in Poland during the period of 1992^2002.

In the paper was presented the process of employment restructuring in hard coal mining. It was given the decrease employment in the years 1998-2002. The decrease in employment connected with Mining Social packet was analysed. The costs of workers voluntary termination due to financing their social protection are given. It was estimated that the average cost for one person who had left a colliery and used social protection was 64 800 zł.

W opracowaniu poruszono problem restrukturyzacji zatrudnienia, koncentrując się głównie na zmianach, jakie zaszły w stanie i strukturze kadr. Artykuł prezentuje wyniki badań 65 przedsiębiorstw z różnych sektorów gospodarki, które pokazują, że restrukturyzacja polskich przedsiębiorstw wiąże się przede wszystkim z redukcją personelu oraz niewielką poprawą struktury kadrowej według wieku i wykształcenia.

In the following paper the problem of the employment restructuring has been discussed. It concentrates on changes of the employment quantity and structure. Own research has been presented in the second part of this article. The analysis has shown that the restructuring of polish enterprises has been connected with the staff reducing and a little improvement of the employment structure according to the age and education.

W artykule omówiono specyficzne cechy restrukturyzacji zatrudnienia w dawnych państwowych przedsiębiorstwach przemysłowych. Na podstawie analizy czterech wybranych przedsiębiorstw z różnych sektorów przemysłowych stwierdza się, że w procesach przekształceń w tych przedsiębiorstwach dominowały w latach dziewięćdziesiątych działania związane z redukcją personelu. Natomiast rzeczywista restrukturyzacja zatrudnienia dokonywała się w niewielkim stopniu, co posiadało wiele różnorodnych przyczyn, o których napisano w końcowej części artykułu.

In this article the specific conditions of the restructuring of employment in Polish industrial enterprises have been analysed. The analysis is based on the study of four transformed firms from Central Poland. The recapitulation of this article is that in the 90's in many Polish industrial enterprises more often the staff was reduced than there was a real restructuring of human resources.
